**SUMMARY FOR HHS DOCKET HHS-OASH-2026-0397 - Full report in attached PDF**

I am a French resident exposed to permanent kHz PLC (Power Line Communication) from PLC Cenelec A/B smart metering in a TT earthing system (35-90 kHz, 24/7 injection).

Current risk assessments are flawed: they evaluate the meter alone in idealized lab conditions (anechoic chamber, perfect grounding). This is irrelevant.

**The real hazard is upstream and in real degraded environments**:

- **Real-world exposure, not clean room**: In France, most rural LV networks are legacy TT with degraded neutral, unshielded overhead cables, wet soil. Injecting kHz carriers creates ground potential aberrations, high-frequency circulating currents, and makes the entire wiring a radiating antenna. The human body in the earth loop acts as parasitic antenna. Measurements must be done in-situ, not on test benches.

- **TT grounding aberration as amplifier**: My home measurements show ground current loops and body voltage at kHz. This explains chronic symptoms reported: severe asthenia, dysautonomia, non-restorative sleep.

- **Biological plausibility - Chang et al. 2022**: Unmyelinated vagus C-fibers are selectively activated by kHz fields, triggering systemic autonomic dysfunction without thermal effect. This matches my clinical picture and is ignored by thermal-only SAR limits.

- **Upstream infrastructure fragility - the hidden confusion**: Public authorities maintain confusion between the meter (low hazard by itself) and the upstream reality: cables and distribution transformers never designed for permanent kHz injection. They become fragile, prone to severe failures we observe in the field: transformer explosions, LV board fires, neutral breaks and phase shifts, premature insulation aging. Focusing only on meter emissions is a category error.

**Request**: Please evaluate (1) cumulative kHz PLC in real degraded installations, (2) TT ground current amplification, (3) vagal C-fiber kHz activation mechanism, (4) require measurement of ground currents and transformer LV emissions, not just meter box RF. Full technical report, references (Chang 2022, Schwardt) and field evidence are in attached PDF.

Respectfully submitted,

It was an early Saturday morning when a knock came from the front door. I wasn’t expecting anyone so I didn’t answer but peaked out the window. It was a man dressed in a jean shirt with jeans on and a white unmarked truck parked on the street. In one hand was a clipboard and the other was a utility meter. He went around to the back yard and the power was turned off briefly while he installed the meter. A flyer was placed on the door knob and it gave information about this new meter called a “Smart Meter” which had glasses on it. The flyer had some information and I thought to myself maybe this will save some money on the next utility bill. No more thoughts about it and I went on with the day. Returning home late that evening I was exhausted and went to sleep around 11PM. I typically am asleep as soon as my head hits the pillow and sleep all the way through the night, but this night was different as I woke up instantly as if I drank a pot of coffee. It was strange because it was still dark and when I got up to head to the kitchen I noticed the clock on the stove say 3:12am it surprised me. What was more surprising was that I felt energy almost like an adrenaline dump, but how was this possible with just 4 hours of sleep? I went back into the bedroom and tried to go back to sleep but tossed and turned for a couple of hours until finally falling back to sleep around 7:30am. Today is now Sunday and it’s business as usual, out of the house and down the road. I’m a little tired but no big deal. I go home and fall asleep around 11pm. Again, I wake up wide awake instantly at 3:12am. This was very strange as I had never in my life experienced this type of disruption. My mind is racing and my curiosity is stimulated as I walk out to the living room and sit on the couch. It was dark but the white Smart Meter pamphlet caught my eye and I thought to myself could this be why I am waking up? No way, that would be thinking crazy. One of my hobbies was buying and selling audio equipment and old BMX bikes. When looking up something new to me a search of the product name along with the term “problems” was a way to cut to the chase whether to waste time and money on it. So of…

Physician of 21 years experience, with past 15 years focusing on practical application of metabolic/physiologic principles toward the discovery of root cause drivers of common diseases and various symptoms. Past 10 years have professionally and personally encountered peculiar, and often very severe, symptoms that must be classified as neuroinflammatory in nature. Concern: our modern world now presents an unplanned, and unprecedented, number of physiologic stressors to the human physiology. There are likely subpopulations who are more vulnerable; likely, individuals who are in developmental phases (from embryo through puberty). Wireless radiation has been introduced to into the homes, schools, and communities of nearly 100% of the population. Therefore, studying the effects of RF on the population is going to be fraught with difficulty. But, we only need to look at the cascade of physical and psychological challenges that seem to be overwhelming our youth to acknowledge that we must pause and think. RF presents a very unqiue situation: we have the neurobiological effects of the various types of radiation and its continuous nature (24hrs/d everywhere) and the media that this RF carries (social media, intense unadulterated "communication"). As physicians, we committed to "first, do no harm." Our government, of the people and for the people, must create regulatory structures that allow individuals, parents, and communities to have confidence that the people they are charged with serving can have freedom to "pursue life, libery, and happiness". The extreme and untested introduction of RF technologies into our communities is irresponsible: this is evidenced by the 1996 Telecommunications Act prohibiting regulation base on "environmental effects", which seem to have been interpreted by courts of law to include health concerns. (Section 704(a). Obviously, our modern economy now relies on telecommunications and to a large extend RF use. Our advanced society can certainly find paths that allow the advancement of technology while protecting the humans who use it. From my personal experience, all 4 of my children began suffering peculiar health problems which became…

The IARC cancer classification seems to have had little or no impact on protecting the public against risks associated with RF exposure. A major hampering factor has been the exposure guidelines by the International Commission on Non-Ionizing Radiation Protection (ICNIRP) based only on the acute and very short-term thermal (heating) effects of RF radiation. These guidelines are used by the majority of countries worldwide. These guidelines were initially published approximately 20 years ago (18) and were updated in 2009(19); however, no changes were made to adapt to the rapidly increasing evidence of the harmful effects of RF and new RF signal characteristics and exposure from new technologies. ICNIRP, with the support of the WHO (10) and the major telecom companies, has made considerable efforts to convince countries worldwide to follow their guidelines. However, with the deployment of the 5th generation of microwave radiation, 5G, even the obsolete ICNIRP guidelines may be exceeded and may become an obstacle for the deployment of 5G (20). Thus, ICNIRP is preparing new guidelines that are briefly commented on below. However, as already published (9,10), the ICNIRP guidelines may be contradictory to a vast number of existing scientific reports demonstrating the harmful effects of RF radiation (21). Furthermore, there may perhaps also be conflicts of interests in terms of ties to the industry.

Recommendation: Carry out research on the health impacts of 5G; revise the FCC’s current maximum RFR exposure levels to take into account the large volume of peer reviewed research indicating non-thermal related adverse health impacts of RFR.

I have attached a checklist the answers all of the questions applicable to an individual. I discuss my reactions to 1. Mobile phones 2. Wi-Fi 3. Bluetooth 4. Smart meters 5. Class D audio amplifiers 6. Cordless phones, with a paragraph for each class of radiation generators.

I then provided narratives for Potential adverse health effects experienced, When potential adverse health effects first appeared relative to when exposure began and whether any changes in exposure coincided with potential adverse health effects, Whether medical evaluation or treatment was sought, including any diagnoses received, Whether steps to reduce or eliminate exposure were taken and, if so, whether any subsequent changes in potential adverse health effects were observed, What existing national and international exposure standards, guidelines, or regulatory frameworks should federal health agencies consider when evaluating the potential adverse health effects of human exposure to RF/EMF?, Is additional research needed to develop, test, and evaluate the effectiveness of procedures and techniques for minimizing exposure to electronic product radiation?, How, if at all, should a classification system account for exposure-related characteristics, including operating frequency, power density, specific absorption rate (SAR), electric- and magnetic-field strength, modulation and pulse characteristics, duty cycle, beamforming, simultaneous exposure to multiple frequencies, duration of exposure, distance from the source, proximity to the body, and cumulative exposure over time?, Should exposure assessment or risk evaluation differ for sensitive populations such as those noted below for an older adult, and Please identify any additional scientific evidence, technical information, data, or recommendations that federal health agencies should consider when evaluating potential adverse health effects associated with RF/EMF radiation exposure.

All of my responses are from the lens of an individual who has suffered from dizziness and other effects to of exposure electronic radiation. And I have been ridiculed and doubted when I have complained of this issue. I respectfully hope you will take my comments as testimony and consider all of my recommendations,

Why our FCC limits are one of the lowest one? Other countries have more protection for their residents than USA, that is not nice to see USA having more tolerance for cancerogenic radiations.

Hello, I am an American born U.S. Citizen of 56 yrs. old and along with my wife have raised a beautiful family of four in this wonderful country. At least it was wonderful for us until about 6-7 years ago. We had built a house and gardens and a good life in Willits, Ca.. AT&T and T-Mobil wanted to put a cell tower in our rural neighborhood-basically right on top of us. Our neighborhood opposed this tower-77% were against 33% for. We petitioned the county planning and supervisors to deny the tower approval to the telecom companies and to give us fiber-optic line instead. They had fiber all the way to the tower site and could have given us safe broadband easily but a tower is cheaper and makes more profit for them. We attempted to share our medical issues and health concerns with them but were told that they would be struck from the record and not considered because of the 1996 telecommunications act-health issues were not valid according to this arbitrary and capricious act. So we tried to show how it was ugly-they said they would make it look like a fake tree-we showed that they had placed it 5ft. too close to a residence to pass code-they changed the code to allow five more feet . Sneaky, behind the closed door bullshit! They built the tower in complete disregard to the people's wishes-the overwhelming majority-77% said no/twice 77% -In any American election or vote 77% is a majority-hands down. At least this is how I believed we did things in America. Now I know better. Since that time my family and I have all realized that the major health issues we have has been due to the EMR in our environment. We were forced to leave our home we built and have been living in a R.V. down in a creek zone where there is no cell service. We cannot work jobs, go out to eat, go see a movie or music concerts with out becoming ill and having to take days to recover. We cannot engage in modern American life anymore-we are isolated and alone without any real way to make an income. Our children cannot even attend school or go to college let alone travel anywhere. We are currently looking into the American disabilities act for compensation-there have been a few individuals that…

Greetings. My name is Candice Rutledge, and I am a street cat from Littleton, CO, who is very active via public comment along with the written word (since November 2024) within Arapahoe County, CO, and some of the cities there (primarily Littleton and secondarily Englewood), too. For years, I have been terrorized via DEW/EMF/EMP/RF which has left me with lasting/permanent damage to my baseline health and evidence-collecting devices. Ultimately, I believe all of this to be one part of an overarching fraud scheme involving a cognitive-warfare, organized-harassment campaign against me (also including involuntary eugenics). I currently suspect that these criminal acts are being committed by those who -- for whatever reason -- believe that they can succeed at defrauding 'me and mine'. I believe this because I am an only child, the 'last of my line', and my parents own land within at least 2 states (CO and NE). Although I primarily believe this first reason to be the case, I also believe that there are secondary reasons that I am being targeted, too. Additional reasons include: retaliation through systems that are not secure (whether software-coder-access level, the network-of-devices level, or Salt-Typhoon-ed ISPs ... IDK), especially since I have had a falling out with Lockheed Martin and have become active in expressing my frustration in public ways (especially concerning the terrorism through which I continue to suffer over years). Also, because I am a 'street cat' (homeless by choice to avoid a home that was being invaded, plus to not be as much of a stationary target as before), the bad actors who believe that they can prey on me for billables by causing chaos in my life: such as the medical and mental 'services' – abuse in disguise -- toward which many of us street cats are being funneled these days (while the government is constantly under pressure to fund those loops). So, back to the EMF/RF ... anyway, I have often experienced electrical phenomenon in regard to 'places of politics' (Arapahoe County, CO, HQ during public comment one time; Arapahoe Community College Art Center one night; State of Colorado capitol building, and the Littleton Municipal…
