I am submitting information concerning an under-recognized pathway of human exposure to electromagnetic fields (EMFs), radiofrequency (RF) radiation, and wireless radiation: the presence of permanently implanted dental metals in the oral cavity. Although systematic data on this specific exposure route remain limited, a sufficient body of existing scientific and clinical observations warrants closer examination by the Department of Health and Human Services. Tens of millions of Americans carry conductive metals in their teeth—including mercury-containing dental amalgam, titanium implants, nickel-based crowns and alloys, and other metallic restorations—creating a potential interface between ubiquitous wireless radiation sources and biological tissue that has received little formal attention. Given the scale of this population and the permanence of these materials, further investigation is both warranted and overdue.

I am submitting this comment in response to the U.S. Department of Health and Human Services (HHS) Request for Information regarding Electromagnetic Fields (EMFs), Radiofrequency (RF) Radiation, and Wireless Radiation Exposure. I write as a former Defense employee and a concerned member of the public. Through my professional experience and personal observations, I have developed familiarity with both low-frequency and high-frequency signals and their potential effects on the human body. Low-frequency energy, such as intense bass vibrations, can produce whole-body vibration that some individuals report as capable of affecting cardiovascular function. High-frequency energy can produce thermal effects, including skin heating or burns. I have personally experienced localized burns on my arms and legs, as well as significant heating at the crown of the head, which I attribute to RF exposure.I am particularly concerned that the deployment of 6G technologies may intensify these exposures. Sensitive anatomical areas, such as the male genitalia—where relatively thin skin provides limited barrier protection—merit careful study regarding potential biological effects. The symptoms associated with what has been termed “Havana Syndrome,” experienced by U.S. personnel in Cuba, closely resemble effects that some members of the public, including myself, have reported: temporary cognitive impairment, difficulty concentrating or performing work, episodic motor limitations, and memory disruption.I respectfully urge HHS to thoroughly evaluate both public experiential reports and the existing body of scientific evidence; to identify critical gaps in current research; to give particular attention to children and other potentially vulnerable populations; and to establish clear federal research priorities addressing wireless radiation and public health. Thank you for providing this opportunity for individuals and families to contribute to the record.

On side note, I strongly believe President Trumps Staff is is out performing many I have seen in the past. Thank you very much.

Dear HHS Team,

I have been active in Australia fervently raising awareness of cumulative dirty energy, or electrosmog caused by a cacophony of frequencies that disturb our bioelectrical systems.

We begin to wonder if not convinced that most of this irregularity of negative frequency may well be deliberate after the last 6 years of the covid bioweapon debacle.

I will attach a letter I wrote my local councilors in regards to the lack of cumulative studies and quick permit approvals that are apparently outside jurisdiction of the councils that are meant to abide by Health and Well Being in their planning and by the Public Health and Wellbeing Act 2008 which is state law in Victoria.

I am on the ANRES Australian National Register of Environmental Sensitivities.

I do not lead a normal life and I am forced to live in relative solitude in tranquil surroundings to stay out of EMF as much as I possibly can.

You will see the evidence for lack of jurisprudence in terms of public health that a Precautionary Principle ought to have been applied as many countries have done.

Why in two of the most advanced western countries, Australia and US is this not applying. There are many alternatives to EMF tech that includes the fibre optic tech that would mean electricity running through wires not putting immense pressure on our bodies and especially harm to our brain via wireless neural linked tech.

Sincerely

Kerryn Bennett

Please find attached two letters to local council.

A mentioned BioInitiative Report is dated 2012 but this is an exceptional report and warrants reading by the HHS. The link is in the first council letter.

Scientific literature, with no conflicts of interest, shows that even below the limits defined by the International Commission on Non-Ionizing Radiation Protection, microwaves from telecommunication technologies cause numerous health effects: neurological, oxidative stress, carcinogenicity, deoxyribonucleic acid and immune system damage, electro-hypersensitivity. The majority of these biological effects of non-thermal microwave radiation have been known since the 1970s.

Detailed scientific, political, and military documents were analyzed. Most of the scientific literature comes from PubMed. The other articles (except for a few) come from impacted journals . The rare scientific documents that were not peer reviewed were produced by recognized scientists in their fields. The rest of the documentation comes from official sources: political (e.g., European Union and World Health Organization), military (e.g., US Air Force and NATO), patents, and national newspapers.

(1) Since their emergence, the authorities have deployed and encouraged the use of wireless technologies (2G, 3G, 4G, WiFi, WiMAX, DECT, Bluetooth, cell phone towers/masts/base stations, small cells, etc.) in full awareness of their harmful effects on health. (2) Consequences of microwave radiation from communication networks are comparable to the effects of low-power directed-energy microwave weapons, whose objectives include behavioral modification through neurological (brain) targeting. Above 20 gigahertz, 5G behaves like an unconventional chemical weapon. (3) Biomedical engineering (via graphene-based nanomaterials) will enable brain-computer connections, linked wirelessly to the Internet of Everything through 5G and 6G networks (2030) and artificial intelligence, gradually leading to human-machine fusion (cyborg) before the 2050s.

Despite reports and statements from the authorities presenting the constant deployment of new wireless communication technologies, as well as medical research into nanomaterials, as society’s ideal future, in-depth research into these scientific fields shows, above all, an objective linked to the current cognitive war. It could be hypothesized that, in the future, this aim will correspond to the control of humanity by machines.

I have intentionally been targeted by a group of individuals that target me 24/7 with what I believe to be different forms of DEW’s which would include extremely high levels of EMF’s, RF & potentially other dangerous forms of directed energy which has drastically affected my health and life including, but not limited to bladder & groin injuries, rapid formation of atypical moles on my back and extreme pain, vibration and swelling. I have tried to get medical assistance at numerous hospitals to no avail. This group of people “crowd stalks” me wherever I go and, I believe, use cell phones & vehicles as delivery methods as well as setting up in apartments adjacent to mine to target me at home with what must be some form of military grade weaponry. I’ve seen a dramatic decrease in my overall health in addition to what I previously stated, lately including hair loss and loss of appetite. This must be stopped and I would be completely willing to have any and all testing done to confirm and address this horrific abuse. I’ve had all forms of communication hacked by these people and was ecstatic to finally have the opportunity to get help with this, assuming this post actually gets through to you. I’ve been followed by these people across several states and currently reside at 81 Broad St., Cumberland, RI, 1st Floor. I’m proving my current phone number with this submission; however, my incoming calls are often not received because the people responsible repeatedly hack my phones, which is why I decided to give my actual address. Some of this directed energy is visible with an IR Camera and I will submit several pictures which clearly displays it. In one picture my head is not visible due to the massive amounts of this energy obscuring it. In another photo, my entire body is fully obscured. In other photos the energy appears as large and bright multi shaped orbs of light. I have suffered with this for 3+ years now and I am praying to God that you get this comment and take it seriously and act accordingly. I have no doubt that what’s happened to my body will provide quite a bit of scientific evidence showing exactly what effects this type of energy does to a person,…

I am submitting this comment in response to HHS’s Request for Information on Electromagnetic Fields (EMFs), Radiofrequency (RF) Radiation, and Wireless Radiation Exposure.

I am responding from the perspective of a [patient, parent, family member, caregiver, healthcare professional, researcher, advocate, concerned member of the public, or other].

PERSONALIZE YOUR COMMENT HERE: Tell HHS how wireless radiation has affected you, your child, your family, or someone you care about. You may describe the source and duration of the exposure, health effects experienced, when they began, whether reducing exposure made a difference, and how these experiences have affected daily life. If you are an ally, describe why you support people affected by wireless radiation and why you believe HHS should address this issue.

I support HHS taking an active role in examining the potential health and environmental effects of wireless radiation. Questions about human health should be addressed by federal agencies with appropriate expertise in medicine, biology, epidemiology, and public health, and the experiences of individuals and families who report being affected should be considered alongside the scientific evidence.

I urge HHS to carefully evaluate these experiences and the scientific evidence, identify gaps in current research, give particular attention to children and other potentially vulnerable populations, and establish appropriate federal research priorities regarding wireless radiation and public health.

Thank you for providing individuals and families with an opportunity to be heard.

My name is Carrie Perez. My children and I are adversely affected by wireless radiation. In the presence of wireless radiation, we often experience pressure in our eyes/heads, a buzzing feeling in our bodies, heart pain or palpitations, a feeling of being stressed/anxious, ringing in the ears, trouble sleeping, restlessness, difficulty focusing, dizziness, digestive upset, and even headaches, body aches and flu-like symptoms. The variety of the frequency, strength and pulse of the signal can affect the severity of the symptoms.

We have found that creating a ZERO RF HOME has removed the majority of these symptoms. We avoid high frequency environments as much as possible such as proximity to cell towers, places with strong Wi-Fi, and groups of people with active cell phones. Additionally, SMART METERS are a huge problem for us as they emit day & night and then do a "data dump" at 3 or 4am in the morning - waking us up as well as the majority of Americans. We purposefully choose to live where where the utility company allows us to "opt-out" of the smart opt-out and not be close to a neighbor with a communicating utility meter. Currently, we pay extra fees to "opt-out" of the smart meter. Additionally, the "opt-out" digital meter is still a horrible invasion of my privacy and creates dirty electricity (of which I have measured, before/after smart meter opt-out). To be clear, we are being FORCED to put technology on our homes that we do not want.

Injuries from radio frequency exposure is nothing new. But greed and convenience have usurped common sense. I urge HHS to refute the self-serving safety claims from the communication industry and prioritize our health. The human brain operates from 2Hz up to 30/40Hz. Frequencies far outside this natural range cause world-wide negative health consequences. This is basic science that anyone can understand.

I pray that humas who care will evaluate the scientific evidence, identify gaps in current research and make meaningful changes.

This document (website wouldn’t allow the upload) has the EPRI / NIEHS summary to affirm that 1 micro-amp of contact current exposure to a child is likely the cause of childhood Leukemia and numerous other cancerous conditions. This lays the groundwork for establishing a residential medical health standard for contact voltages at 2 mV, electric field exposures at 0.3 V/m, magnetic fields at 0.2 mG and radio frequencies at 1 uW per meter squared. The medical evidence has been confirmed by EPRI and associated with environmental electrical sources like the power grid, cell towers and home electrical wiring code violations.

As a licensed electrician, read my story and the testimonials of many who have been cured and relieved of numerous hardships after removing the electromagnetic fields around them.

Submission to Docket HHS-OASH-2026-0397: Request for Information on Electromagnetic Fields, Radiofrequency Radiation, and Wireless Radiation Exposure Submitted by: Dr Nicole Bijlsma, PhD, Environmental-Health Educator and Researcher, Melbourne, Australia I am writing as a researcher, educator and practitioner who has spent the past 25 years assessing homes for environmental-health hazards. I have also been personally affected by EMF exposure. I developed persistent sleep problems within 2 weeks of moving into our first home. I eventually realised (after 7 years and ten miscarriages - no explanation was provided by the medical industry and we didnt qualify for IVF), we were sleeping adjacent to the meter panel. I purchased a triple axis digital gauss meter and found elevated AC magnetic fields on the bed during the early hours of the morning (when the hot water system was in use). We consequently relocated to another bedroom - sleep improved and I successfully carried a twin pregnancy to term. The fix was simple and cost nothing. I subsequently established the Australian College of Environmental Studies in 1999, and have spent the past 25 years teaching students how to undertake home assessments for mould, electromagnetic fields, allergens and toxicants. Poor sleep is one of the most common complaints I see where EMF exposure is a factor. The two sources I find most often are: radiofrequency radiation from Wi-Fi routers and wireless-enabled devices kept in or near bedrooms, often running all night; and AC magnetic fields from meter panels, switchboards and wiring, including where smart meters are installed on the other side of a bedroom wall. Reducing exposure in the bedroom is frequently followed by reports of better sleep. Typical steps are moving the bed, switching off Wi-Fi at night and using wired connections. I subsequently undertook a PhD in environmental medicine (RMIT) examining the impact of environmental exposures to toxicants and manmade electromagnetic fields, gaps in current exposure standards, and the associated health effects. My dissertation, which asks whether radiofrequency radiation affects sleep, is attached in support of this submission.…

I'm a Targeted Individual under heavy DEW fire for 6 years now. American born and raised, no criminal history, retired white woman. They divert tower frequencies using a dark web phone app and torture me day and night. There are other covert weapons used on me too. From my experience with the heart attack inducing weapons - the most severe hits - I believe this could be a contributing cause to all the Died Suddenly deaths. Covid jab victims get blood clots and then weaponry is used on them. Having clots, many succumb to stroke or heart attack. Coroners have reported roughly half of Died Suddenly deaths were from large clots and the other half from electrical cause. So they (deep state operatives and those they hire under them) hit me with this severe weapon anywhere from 1 - 8 times a month. Maximum sleep deprivation, even with faraday fabrics trying to protect me they use multiple ways to wake me many x per night every night. I live in my van. For the first 2 years, I slept in the front drivers seat so as to be ready to leave the area at a moments notice if a heart attack inducing weapon is used on me. After I got swollen legs I resorted to sleeping in back. I use mumetal to block the bigger hits. I get head hits multiple times per day. They are microwaving my left leg in the calf area - I had cellulitis last year and it took many months to recover. They set up 'relays' or 'transmitters' idk exactly what it's called but the perps can be elsewhere and shoot thru it at that angle. I have spent many days standing or sitting behind a big tree at a park because it was the only way to avoid the constant bombardment of frequencies. This is inhumane treatment. I believe emf frequencies are being used to make people sick and go to the doctor and get medicines. Look into ties to big pharma as well because when most people get chest pain or extreme fatigue they don't think 'oh I must have a weapon on me' no they just go to the doctor, get treated, doctors can't cure anything these days so it pretty much goes downhill from there. They are also DEW hitting my cats. Normally quiet, some of my cats will cry out for no apparent reason. Sometimes I was able to quickly pick…

Electric vehicles (EVs) are replacing conventional cars worldwide, exposing a growing number of occupants daily to complex electromagnetic fields generated by high voltage batteries, cables, and motors. Some magnetic field levels measured inside EVs, particularly near the floor, footwell, and rear seats, overlap with exposure levels associated with adverse health outcomes in residential, occupational, and laboratory studies.

Health protection efforts may need to focus on certain groups, including children, who often sit in the rear seats where field levels can be highest, and professional drivers and regular commuters, who are exposed repeatedly over time. Existing exposure guidelines (ICNIRP, IEEE) primarily address established short term effects (e.g., nerve stimulation) and offer limited guidance for interpreting the complex, variable exposure conditions unique to EVs or their potential long-term impacts, highlighting the need for refinement as EV-specific research accumulates. Federal guidance would benefit from adopting standardized, occupant-specific exposure assessments (e.g., following IEC 62764-1), studying frequent EV occupants, and giving closer attention to vulnerable groups such as children to support ongoing evaluations of safety standards.

Response to HHS-OASH-2026-0397 from an individual in the United Kingdom. The full response is attached and addresses Questions 2, 3, 7, 8, 9, 16 and 18.

Question 2: I have worked in technology since the age of 16 and hold a Cisco networking qualification. I am not an RF engineer or a medical professional.

Question 3: After many years of heavy personal use of wireless technology without symptoms, I developed a high-pitched tone perceived inside the head, sleep disturbance, head pressure, tingling, difficulty concentrating and irritability after moving to a home about 400m from a mobile base station. The tone stopped when I moved away and returned in spring 2025, before I became aware that a nearby base station had been rebuilt. An MRI of the brain and auditory nerves was normal. Sleeping inside a fully enclosed shielding canopy minimised or removed the tone at both homes, while partial wall shielding reduced meter readings but not the tone. I recognise these observations are unblinded.

Questions 7 and 8: Consumer RF meters, which the public relies on, can report their own noise floor as if it were a real reading, with no warning to the user. I recommend verified detection limits for consumer instruments, a validated measurement protocol for residents, assessment of low-cost frequency-resolved measurement, site-specific exposure information for residents near base stations, and research into reported sensitivity using exposure logging, symptom diaries and blinded sham and real shielding.

Questions 9, 16 and 18: Residents should be told before nearby sites are built or upgraded, including when new technology is switched on, and given site-specific predicted exposure and access to independent measurement. Research should prioritise blinded home trials of real and sham shielding. New frequency bands and exposure characteristics should not be authorised for widespread deployment until independent, time-bound assessment of their biological effects is complete.

All information is from personal experience and my own measurements and is not peer-reviewed research.

I am a targeted individual who has implants and this is verified by the scan I took in Seattle by Jesse Beltran.

Don't know if this is enough but all other info has been erased off my phone due to the constant hacking I receive 24/7.

I am a victim of human trafficking and I am used in the experimentation of directed energy weapons on a daily basis.

PLEASE STOP THIS. There are many others and the website to see is targetedjustice.com.

Thank you

How does your own gov. Experiment on an individual innocent a US Citizen to the point of sexually disabled, live burning, 10 years, sleep deprivation and other physical damage. In short we need it's own enforcement egency regulating EMF and other DEW. Ameha Eshete

At age 31, I underwent a variety of strange symptoms, sudden weakness and immobility of my left leg and sometimes in my arm. I was told by a neurologist I had MS. A spinal tap was inconclusive - and that experience was memorable. After the procedure, I stayed overnight for observation. I was told by the Dr. the next morning it was fine to get up move around, go home. On the way to my house I vomited three times. I was later told by a nurse that I was supposed to have lainy flat for 24 hours. I had incredbile head pain and was so sick I coudn't keep down water. For a little over a week, I was horribly ill, due to miscommunication on the hospital staff. The neurologist was certain of his diagnosis, even as the strange weakness and numbness would come and go. He simply stated - wait 10-15 years, and the symptoms would be apparent. According to another doctor, I had had a mini-stroke, althougt an MRI showed nothing. I lived in cautious fear of MS for 15 years, until upon seeing another neurologist whom had the reaction "What Dr. told you that? You do not have MS!" Turns out it was Prozac, an antidepressant that one put me on to help abait symptomatic issues. 2004: My workplace had an adminstering flu shot open house. I was talked into going, although flu shots never agreed with me. This one wrecked my health. Not only did I have intestinal flu fourteen times, and violent ones at that, I woke one morning to the feeling of having had concrete poured over my body. It took a herculean effort to turn my head and look at the clock. Somehow, I managed to dress and make it to work. The long walk from the parking garage to the building was one I will never forget. I was carrying my brief, lunch and a can of Coke, and by the time I made it to the building the only thing I wanted to do was find the nearest conference room and crawl in the corner and sleep. The fatique was overwhelming, accompanied by brain fog, lack of being able to concentrate or focus. I ended up taking short term which turned into long term disability status from work. Every doctor told me "It couldn't have been a flu shot". One even called it some 'zebra' disease. I finally found a CFIDS and Fibro center…
