Re: RFI Docket response on EMF & EMR comments Re: FCC’s failure to set safe guidelines for EMR exposure. This includes cell phones, all ‘Smart’ devices including smart meters, cell towers, cell repeating units, WIFI in buildings, outside WIFI repeaters, automobile EMR emitting devices, etc. The FCC or any agency that sets safety standards for all these devices need to do thorough scientific studies, but in the meantime, they must mitigate the levels of EMR from ALL devices. Re-tooling is required, no doubt, but it’s the FCC’s fault for allowing the level of EMR being emitted from the start. When cell phones first came out, the telecom industry warned its shareholders that they may be sued for injuries from people who were harmed by the devices. They never warned the customers buying the phones! This is blatant disregard for human health and safety. I have had EHS (also called EMR Syndrome) for over 12 years, all due to the exponential rollout of cell phones/towers, WIFI, and Smart Meters. My life went from normal to very ill in a short period of time. It took me a while to find out it was EHS. When exposed to EMR, I experience heart arrhythmias, an allover weak feeling, my legs feel very heavy suddenly (almost always a Smart Meter for that symptom), migraines, tinnitus, and sometimes stinging of the skin depending upon the level of EMR. If I don’t get away from the exposure quickly, I feel like I’ll pass out. I purchased a Safe & Sound Pro 2 EMF meter to discover where it is safe for me (lower EMF’s). The meter is certified and calibrated, and I can confirm that there are hardly any places left where the levels are truly safe. The safety standard I use is OSHA Standard for EMF exposure for Telecom workers: https://cwa-union.org/sites/default/files/osh-fact-sheet-16-microwave_and_radio_frequency_radiation.pdf 10 mW/cm(2) (milliwatt hour per square centimeter) for periods of 0.1 hour or more. Literally, I have NEVER found readings that are that low except deep in the woods away from homes, towers, and industry. All readings are higher. I'd like to understand the short and long term physical and psychological effects of Havana Syndrome, BEDE and microwave energy, RF, and EMF as it pertains to possible mis-categorization of civilian registries under FiSA/TSDB (or any unaccessible classified programs).

This includes but not limited to unexplainable bruising and burns, vibrations, pulsations, nausea and abnormal test results associated with women's yearly health exams.

The focus would be on a civilian registry as civilians today do not have an avenue to speak to medical professionals (oncologist, nephrologist, primary care physicians) about treatment and or shielding from egregious EMF microwave attacks.

There is a pending case Ber v. Centers for Disease Control and Prevention to fill this gap so that civilians can be diagnosed along side the intelligence community, government officials, journalists, and scientists on this same matter.

As government officials and the intelligence community works to find bad actors there should be an immediate solution to treat civilians with short and long term care.

To the Department of Health and Human Services and the Federal Communications Commission: I am submitting this comment because I believe the federal government has waited far too long to conduct a thorough, modern reassessment of radiofrequency (RF) radiation exposure standards and their ability to protect the public. The FCC adopted its RF exposure limits in 1996. Wireless technology and our exposure environment have changed dramatically since then. We have moved through multiple generations of cellular technology while wireless infrastructure and the number of wireless devices surrounding us have greatly increased. Yet the fundamental FCC RF exposure limits remain unchanged. The question should not simply be whether an individual antenna, tower, or device complies with an existing limit. Federal agencies should determine whether those limits adequately address the real world environment people live in today. People are not exposed to one RF source at a time. We may encounter cell towers and antennas, WiFi routers, cell phones, tablets, Bluetooth devices, smart devices, security systems, and other wireless technologies throughout the day. I am especially concerned about infrastructure located near places where children, older adults, and other potentially vulnerable populations spend significant amounts of time. This includes daycares, schools, 55 and older communities, senior housing, assisted living facilities, and residential neighborhoods. Children may experience wireless RF exposure for virtually their entire lives. Older adults, people with implanted medical devices, workers with substantial occupational exposure, and people with existing health conditions also deserve appropriate consideration. Technology continues to advance rapidly. Public health research and exposure standards should advance with it. There is scientific evidence that deserves serious consideration. The U.S. National Toxicology Program conducted large animal studies of RF radiation and reported findings including malignant schwannomas of the heart in male rats under certain exposure conditions. As an individual consumer living in Australia, I would ask that the Department of Health and Human Services redefine the safe limits of radiation we now currently experience. I suffer from EHS (electrical hypersensitivity) so I experience first hand, the dangers of the levels we are at. This radiation also accumulates and never leaves our atmosphere. In future generations, this could mean annihilation of our species.

I've been experiencing issues with my hearing, ringing in the ears, having migraines and dizziness since moving into my our current home about 4yrs ago. The high pitched noise at some points has been almost unbearable and makes it incredibly difficult to sleep or think straight. All of this from a smart meter. The utility company won't let us opt out and revert to an analog for any reason, they even went so far as to say they no longer make analog meters, but they do indeed make them still. Everyone in the home can hear the noise. We've tested it and turned off everything in the breaker box and you can hear it still, 24/7. I bought a meter to test the EMF and RF and they are off the charts in unsafe zones and this meters attached to our living room, the main room in our home where our toddlers play all day. I tried using paint that blocks these types of waves and it barely made a dent. I have hearing loss and can barely hear my toddlers in the backseat, rining in my ears and it all started within weeks of moving into this house with the smart meter. I even had my ears checked a couple months ago and they were within normal range, but none of this is normal. I just want to option to choose an analog meter, not a non-transmitting meter, but an analog... I'm happy to pay the additional fee, but I'm not even given an option. The doctor I saw about my hearing offered therapy to help me learn how to ignore the high pitched noise... How does that help fix the problem? There has to be another way and those that are more sensitive to EMF waves, especially, should have options! The data is clear that these levels aren't safe but I have no options for dealing with this issue. PLEASE HELP US!!! YES - I have even passed out twice from Radiation. 5G makes me so dizzy I cannot go outside now. I cannot go to Church, or Grocery Store or anyplace.

If my husband passes away before I do, I will be forced to sell-out and live inside a metal trailer and pray I can get folks to deliver to me.

EMFs, RF, and wireless are painful to me and many of the (eithernet) computer friends I have made. I live 4.5 miles from a town, and the towers still hit my home and yard. I am always "adrenal fatigued" from the devices man has installed.

All of the original scientists who invented the cell phones have died because of RF exposure. My Mom, Dad and One cousin used those portable phones that emitted RF's and they all got cancers and died from it. In my clinical practice, I have encountered patients who describe symptoms occurring or worsening in environments with higher levels of wireless or electromagnetic exposure. Reported symptoms have included headaches, sleep disturbance, fatigue, difficulty concentrating or “brain fog,” dizziness, palpitations, anxiety, heightened nervous system symptoms, and a general sense of feeling unwell. Some patients report that these symptoms improve when they reduce their exposure or spend time in environments with fewer wireless devices. These experiences can have a meaningful impact on patients’ daily lives. For some, concerns about exposure affect where they can comfortably work, sleep, travel, or spend extended periods of time. Regardless of the ultimate mechanisms involved, patients experiencing these symptoms deserve to have their concerns heard, studied carefully, and addressed with scientific rigor rather than dismissed. As a healthcare professional, I believe there is a need for continued high-quality, independent research examining the potential biological and health effects of chronic and cumulative exposure to RF and other electromagnetic fields, particularly as wireless technologies have become increasingly prevalent in homes, workplaces, schools, healthcare settings, and public spaces. I am responding from the perspective of an individual, retired Registered Veterinary Technician, parent, and human being. During January 2020, my family and I were sick with what seemed like a bad chest cold with cold/flu like symptoms. This was at the exact same time that AT&T, Verizon and T-Mobile were all firing up their many 5G towers around the California central valley where I lived at the time. This was right after thousands of 5G towers were fired up in and around Wuhan China in September/October 2019 causing cold/flu-like “covid” symptoms”. I have also worked from home using a laptop computer and wifi router which caused me symptoms of irritability, anxiety, depression, dizziness, headaches, nausea, heaviness in the chest, fatigue, sleep disturbances, tinnitus and other cold/flu-like symptoms. Once I took out the router my symptoms improved but it wasn’t until I left my job to move out of state and was no longer working on a computer for 40 hours a week that I really started feeling better. I have had these same symptoms whenever I spend any time in a residence or building that has wifi and/or a large amount of electronic equipment, like the San Joaquin County building where the Planning Commission and Board of Supervisors meet. I was sick for several days after spending hours waiting for my turn to speak in a Planning Commission meeting to address a legal matter regarding the San Joaquin River Club where I used to live. I have also worked in several veterinary emergency hospitals with a lot of electronic equipment including fluid pumps, ultrasound machines, laboratory equipment and a CT scanner which caused irritability, anxiety, etc. I currently live in a low EMF environment which has really helped to alleviate my symptoms of Electromagnetic Radiation Sickness/Syndrome. I recently had an experience in which I had to have my iPhone 16 on my person for at least 8 hours during the day because I was waiting for an important phone call in a town with several cell towers and 5G service.…

I am responding from the perspective of a parent.

My teenage son who never had a single health issue in his life started experiencing involuntary twitching within a few months of a SMART METER (referred to as EVIL METER from this point forward) being installed on our home. Within approximately 4 months he had a full blown seizure. He was the only one in our home who had a bedroom on the side of the house as the EVIL METER which was right on the outside of the wall and was being bombarded every night in his sleep. This made me sick to my stomach to even think about!!! We moved his room and he started immediately seeing our acupuncturist for treatments as we do not believe in the lies and medications that traditional western doctors push. We received their suggestions and the answer was NO. This entire experience has changed our son as it would anyone and he is now EMF sensitive and still healing after a year and a half. I can not imagine how many innocent children and human beings and even animals are being terrorized and poisoned by EVIL METERS and all other forms of EMFs and when the clues lead to these sources many roll their eyes and you are felt to be crazy for even suggesting these sources by "professionals".

I am responding from the perspective of a citizen and the sister of a brain cancer patient who daily used her cell phone for a long periods of time while working. She developed glioblastoma on the same side of her brain close to her ear as she would daily hold the phone while she was cleaning houses. She is only 52 and being put on hospice after lengthy treatments and surgeries.

When I use my cell phone, my hands will ache. If I am not using the phone, my hands do not tingle or ache. We changed our Wi-Fi to a landline in at that time. I headaches, depression and brain fog went away. I am now able to get my household tasks done and in addition study to further my career.

I support HHS taking an active role in examining the potential health and environmental effects of wireless radiation. I cannot believe this is America. No different than what Bassar al-Assad permitted in his country, Syria. Killing their own people, torturing their own. I am a two-time enlistee in the Military. I am TI looking for help wishes to opt out of this Non-Consensual Targeting Experimentation Programs of DEW Weapon, Microwave Weapon and (EMFs) used to attack me for 3 years daily at home, work, and car for the past three years. a. RF/EMF exposure from heating system, television and Wi-fi .

b. In the mid 1990´s, I began noticing over sensitivity to my television and to my Nokia cellular phone. I also became oversensitive to the magnetic fields from the heating system in the real estate where I lived.

To begin with, I was not sure what it was that made me sick. I moved twice to other appartment blocks within the same rental association, but that did not change anything for the better.

My brother and I bought an RF/EMF meter and could see that the heating system in the basement emitted strong magnetic fields which went all the way up to the top of the building, the third floor.

In the third appartment, the magnetic fields coming from the heating system in the basement were stronger in my bedroom, which could explain why I became even sicker there than in my living room. I had to spend all my time in the living room.

I was furthermore exposed to Wi-fi from my neighbours, which also had a negative impact on my health.

c. Adverse health effects from the magnetic fields emitted by the heating system in the basement, was a highly reduced ability for my digestive system to absorb nutrition from food.

The magnetic fields made it very hard for me to sleep. Before that, my sleep had always been impeccable.

The magnetic fields made it very hard for me to think, it often felt as if I had a croquet ball in my head.

The magnetic fields also gave me an electric feeling in both my head and in my body.

EMF exposure from my neighbours made it hard for me to sleep. I have tried to sleep at friends´houses where the EMF has been high and it is impossible. Maybe half an hour or one hour during the night is what I can get there.

e. A medical doctor wrote a certificate of illness, where over sensivitity to RF and EMF was one of the diagnoses.

f. I had to move to a house situated three miles into the forrest, which is heated with a wood-burning stowe that emits no electricity or magnetic fields. The EMF is also very low here, where I now live in my house in the forrest. This has made i posooble for my body to rest.

1) My physical and mental symptoms are so real, tangible, well-co-ordinated with the real time environmental and real world activities those can never be ascribed to suffering from mental disorder like paranoid schizophrenia or illusion disorder. It is real time physical and mental torture with instantaneous severe neuro strikes using electromagnetic waves/laser induced shock wave in a continuous scale for 24/7 as per my thought, talk, activity and vision. It is a horrendous torture because the torture is on the specific part of the body or organ as per the nature of victim’s activity in real time. Torture such as itching, severe pain, hard impact, sudden headache, migraine like pain is associated with sleeplessness and restlessness during day in and out. Brain-computer interface between the computers and victims’ brains with the help of neuroweapon like neural implants / NEUROMORPHIC COMPUTING and then mind and body cloning with the help of generative AI/ ML can only be attributed to such real time physical and mental torture, with sudden changes in brain signal such as both urge and loss of appetite, urination, abrupt change in mood, emotion, feeling, severe chest pain, sudden drowsiness during scooty driving, sleep deprivation as per he perpetrators’ wishes and intentions, havoc pain in the internal organ and many more physical symptoms. And despite all these, all the time the victim is thinking logically, executing all types of normal activity including some skilled jobs like teaching, researching, software engineering and other creative works those require developed thought processes and its execution. 2) With no simple logic it can be turned as mental disorder. And this has not happened accidentally in one moment or one day, there has been intriguing conflicts with some of the Professors in the USA centred at me and my family who have been destroying all the lives in my family with the help of evil resources in the government projecting it as mental disorder in me. Beginning in 2025, I have experienced microwave radiation with my body seeming to over heat. I thought it was menopause even though I’d already had that. The apartment I lived in then in Oviedo, FL was next to a large cell tower, but I didn’t connect the dots. It wasn’t until June 2025, when I was living in Pensacola, FL, that I realized this was definitely NOT menopause. I was living in an apartment downtown and that month I experienced what I described in my diary and to my family felt like I was being cooked from the inside out, the way a microwave cooks foot. It would happen 8 to ten times a day. I hear a wah wah wah sound in my ears then my head would feel like it was on fire and sweat poured out of my face. After a week of this, I went to the ER with symptoms of massive anxiety and lethargy. In a couple of months I lost my job because of the destabilization. I then lost my apartment due to unemployment. Every day now for 16 months this continues. I live in Palm Coast now with my brother unable to work. We live next to THREE cell towers here in Palm Coast. This has destroyed my ability to work. When I look at cell towers now, they look to me like massive weapons.

I often feel like I'm being irradiated. Sometimes more, sometimes less. Sometimes I've felt like I'm going crazy and have thought that the only way out is death.

When the new meters went into my neighborhood, I started having headaches and soon my ears started ringing. I always used an ethernet for internet and kept cell phone usage to speaker or ear corded headsets. I opted to keep my analog meter and then had to pay a monthly fee to do so. I moved in Aug 2025 due to the increased symptoms and increased wifi signals that were coming through my home 24/7 that were increasing my fatigue and other symptoms. My new location is in a sparsely populated area and just got a tower last November. The signal is not terribly strong through my house but, I noticed increased symptoms anyway. There was a smart meter on the side of the house. There was NO analog option, so I enquired with the power company and had the meter removed from the house and placed at the property line 56 1/2 feet away. The ringing and fatigue are minimal and no headaches now. The ringing has diminished to a small sound that is livable. I could only afford to do this because of the funds from selling my home otherwise I would have had to move to somewhere with No meters and towers nearby. It is extremely concerning that people with these sensitivities are NOT being listened to at all. Many have been cast as NUTS by their doctors that are ignorant of the effects of strong fields. Just look at what directed energy weapons are capable of doing and then tell me this is some kind of imaginary condition. There is a location in the Carolinas where there is a large telescope that is in a valley protected from ALL of these signals so the telescope can operate and many people with these sensitivities have moved to that area of the country and recovered. We are the CANARIES of the COAL MINES! I do not give my permission to be experimented upon by a deaf government or private business that has MONEY as their only goals. Studies have been done and continue to prove the damaging health effects of WIFi and 5g. Denmark has removed wifi from all schools. If there was no health issue, they would have NOT done so.
