I am not an American citizen. I am submitting this in my individual capacity as a concerned and affected global resident.

Tinnitus, sleepiness, dizziness, nausea, headache, loss of balance, idiopathic skin rashes, pulsations between ears, palpitations of the heart, pain in the ears, fatigue, red eyes. These are some of the symptoms I’ve experienced.

That these symptoms are called Havana Syndrome was verbally confirmed by an esteemed doctor who also asked me if there was a cellphone tower around me and told me to stay away from it. Yes we have a cellphone tower near my home. Additionally, at a particularly intensified period of encountering elements with questionable ethics who stalked me, I heard a gibberish sound that tapered out, followed by sudden vibrations that cause heat in the body, nausea, dizziness, loss of balance and pain in escalating severity. At times this painful vibration was targeted at a particular location of my body, specifically one that already has been causing a dull ache. All of this has resulted in physical weakness leading to accidents that further deteriorate the quality of my life.

My dog shows the same symptoms of loss of balance and skin rashes, even bleeding, sensitive ears. I’ve found him whimpering at nights. Furthermore my family has experienced health issues ranging from tinnitus, loss of brain function to cancer.

Microwave, EMF, sound and electronic technology is weaponised against unsuspecting civilians by malicious threat actors as the world moves towards mass surveillance. We need governments to acknowledge and effect regulations, counter measures, safety protocols, anti-harm technology, medical care to solve to issues already created. Since the United States leads technological development of the globe, you must also take responsibility and effect ethical safeguards for mankind’s safe transition to a world that leverages it.

Easily accessible counter technology and information about it should be widely available to civilians. Everyone cannot walk around in a faraday cage or make their home and environment one.

Thank you for your time and attention,

Regards,

I am responding as an individual: 3a. Type of wireless or RF/EMF sources involved (e.g., mobile phones, Wi-Fi, smart meters…) Mobile phones, cordless phones, WiFi, cell towers 3b. Nature, duration, frequency, and approximate timing (e.g., years): For at least the past 30 years. 3c. Adverse health effect(s) experienced: Brain tumour (acoustic neuroma), hearing loss, severe insomnia, functional impairment, neurological issues. 3d. Time from first exposure to first appearance of adverse health effects; and did a change in exposure coincide with the onset of adverse effects: The effects are immediate but it took years for me to make the connection. I've been sensitive to all EMFs since I was a teenager, and things got progressively worse as WiFi and cell towers were rolled out. 3e. Was medical evaluation or treatment sought? (Optionally:) Was there a diagnosis? Yes, although largely ineffective, with it being attributed to 'nervous anxiety' and other psychosomatic issues. Ultimately diagnosed with an acoustic neuroma when things came to a head (mine!). 3f. Were steps taken to reduce or eliminate exposure, and were there subsequent changes in the effects? Yes. When I discovered the tumour in 2009, I immediately gave up all wireless devices and moved to the countryside. This helped a lot, but a lot of damage had been done and it has taken many years for that to be repaired, although some aspects (eg deafness in right ear due to surgery) may never recover. 3g. Any supporting documentation? This includes Scientific Reports, exposure measurements, or other relevant information: MRI showing acoustic neuroma, meter readings that always backed up my physical sensations after the fact, and letters from doctors attesting to my intolerance. Additional Details you would like to share about your experiences of adverse health effects you believe to be associated with exposure to wireless radiation or EMFs: I instantly feel wireless radiation as an intense pressure in my head, as well as dizziness, brain fog, disorientation... 913 pregnant women, 2.72 times higher chance of miscarriage with higher magnetic field exposure.

https://www.nature.com/articles/s41598-017-16623-8

"Magnetic field (MF) non-ionizing radiation is widespread and everyone is exposed to some degree. This prospective cohort study of 913 pregnant women examined the association between high MF exposure and miscarriage risk. Cox (proportional hazards) regression was used to examine the association. After controlling for multiple other factors, women who were exposed to higher MF levels had 2.72 times the risk of miscarriage (hazard ratio = 2.72, 95% CI: 1.42–5.19) than those with lower MF exposure. The increased risk of miscarriage associated with high MF was consistently observed regardless of the sources of high MF. The association was much stronger if MF was measured on a typical day of participants’ pregnancies. The finding also demonstrated that accurate measurement of MF exposure is vital for examining MF health effects. This study provides fresh evidence, directly from a human population, that MF non-ionizing radiation could have adverse biological impacts on human health."

"...Most recent studies find a positive correlation between RF-EMF and malig- nant glial cell tumors (Falcioni et al 2018).This study is unique as the researchers projected a lower SAR over a longer period of time. This suggests that long-term exposure may in fact be the cause for concern and not the SAR. If this is the case, it would render todays safety standards useless, as they are based on SAR. Another study found that there was an increased risk for glioblastoma and acoustic neuroma in heavy cell phone users (Hardell et al. 2013). The tumors observed were usually ipsilat- eral to the preferred side of cell phone use. These results are extremely important. Acoustic neuroma is a benign tumor on the vestibulocochlear nerve, just inside the inner ear. This is the closest organ to which one holds the cell phone while talking on the phone. While acoustic neuroma is not malignant, it can cause deleterious effects by putting pressure on the brain stem. The mechanisms by which RF-EMF potentially causes cancer are unclear. It is highly unlikely that RF-EMFs have enough energy in them to significantly heat up brain tissue to the point that would cause denaturing of DNA. It is highly debated whether they have enough energy to break a strand of DNA. However, even if there is not enough energy to denature or break strands of DNA, there would be enough energy to create ROS which can lead to genetic damage in the long term. Another adverse effect that RF-EMFs can have is on memo- ry. It has been reported that RF-EMF impair memory, cognitive function, and learning. Experiments show that rats that have been exposed to RF-EMFs for four weeks have performed poorly on inhibitory avoidance tests. The suggested mechanism for learning and memory impairment is that RF-EMF stimulates the opioidergic system in the amygdala, hippocampus and other areas crucial for memory consolidation. This may in turn impair the release of NO, which plays a role in memory consolidation (Ahmadi et al. 2018). Despite this, many researchers have not found RF-EMF to impair memory, learning or cognitive function (Klose et al. 2014). RF-EMF has been blamed for many other conditions that are not…

When cell phones are held close to the head most of the energy (more than 80%) from the transmitting antenna is absorbed by the head. When the phone is used for virtual reality viewing, the head absorbs 50% of the energy.

Discussion

In summary, compared with adult models, children experience two- to three-fold higher RF doses to: 1) localized areas of the brain when a cell phone is positioned next to the ear; and 2) the eyes and frontal lobe when a cell phone is used to view virtual reality. These findings raise serious questions about the current approach to certify cell phones; particularly the use of the SAM.

In 2012, the U.S. Government Accountability Office advised that the test system used to estimate human exposure

Conclusions

Our findings support reexamination of methods to determine regulatory compliance for wireless devices, and highlight the importance of precautionary advice such as that of American Academy of Pediatrics (2016). The Academy recommends that younger children should not use cell phones, and that prudent measures should be taken to eliminate exposure (e.g. using devices for amusement or education only when all wireless features are turned off – in “airplane mode”) or to minimize exposure (e.g. ..."

I AM EMF SENSTITIVE. I did not know this 12-15 years ago. Because my symptoms were 'vague' and I was not feeling well without any SOURCE to point to, the Doctors thought it was psychosomatic. And, my friends thought it was due to getting OLD. I had less energy, ringing in my ears, fatique, constant nose bleeds and headaches, and BRAIN FOG. INSOMNIA, Poor Eyesight. HEAT and SWELLING on my Right Forehead when USING my Ear Headset. This started when I UPGRADED my Cordless Phone to the HIGHEST RANGE on the Market, and also Bought a BLUETOOTH EAR HEADSET, which was also the STRONGEST RANGE and top of the Market. Then I went from WIRED Internet to WIFI, Because I thought it would be MORE CONVENIENT to have Internet over my large 1acre Property, anywhere I wanted to LOGIN MY TABLET, also the TOP OF RANGE and EXPENSE. Microwaves and my CELL CHARGING within 5ft of my DESK where I worked from Home. Within a FEW MONTHS of these 'UPGRADES' I could not FUNCTION as BEFORE, GENERAL MALAISE, with constant COLDS and FLUS. At the Time the Signal was 3G, then I bought My 4G Devices, and my SYMPTOMS got worse! Still NO CLUE what was MAKING ME SICK! Then I MOVED FROM MY HOME to a TOWNHOUSE less then 1 MILE AWAY from a CELL TOWER, and ALL MY SYMPTOMS got so Bad, that I COULD NOT GET OUT OF BED! I could NOt FUNCTION! At that time, I started learning about Electromagnetic Frequency and the RFR Sickness that other peoople were also EXPERIENCING. THAT IS WHEN I STARTED TO HEAL! I researched the PApers that Dr Martin Pall wrote about the 'Voltage Gated Calcium Ion Channels' I did one SIMPLE REMEDY. I UNPLUGGED!!!! I canceled my Home WIFI, Removd my Microwave, Stopped using the BLUETOOTH EarPiece, Went back to a ANALOG Phone, TURNED MY CELL PHONE OFF. and WIRED My Internet. Within a Few Weeks, my Symptoms LESSONED. The NoseBleeds completely STOPPED! The headaches only when I was UPSTAIRS at the Bedroom Facing the CELL TOWER. The Fatigue Lightened, my ENERGY Returned, and the BRAIN FOG that Felt like DEMENTIA, NOT NORMAL for a Young Person, Also went away. AFter Reading Dr. Carolyn Deans Research, I began Taking MAGNESIUM DAILY, sometimes 400 mg 3xDay. THEN my ENERGY and HEALTH…

Q1 This is John Thomas Christiana and I am writing as a victim of high-tech technology such as Electromagnetic Fields (EMF) being used as weapons. This includes the lower end of the electromagnetic spectrum, extremely low frequencies, where these gamma rays can resonate with the nano bioelectronics in our bodies and brains. Q2 I am providing personal experience, exposure, and documentation by way of websites for the HHS to identify research priorities, and make recommendations for policy makers and public health officials, not only for the danger of EMF frequencies but as well the abuse of these frequencies. I understand the purpose of the HHS Request for Information. My response here is mainly to make HHS aware that EMFs are being used as weapons, by various forms including directed energy weapons. Q3 I do not have any symptoms of what is known as Havanna Syndrome. Rather, it is a nerve attacked, sometimes painful, but much more often just battery annoyance. I am writing as a victim, and when these abuses are being inflicted using different vehicles to attack the body parts as well as the brain, when it happens every day and night, this amounts to torture, both physically and psychologically. HHS needs to address this as in time this can affect the entire population, or whoever is targeted, including children and political opponents, and will only get worse. This has the double effect of not only physical battery and psychological abuse, but the danger of exposure to electromagnetic frequencies and all the dangers that are determined in this request for information by Secretary Robert F. Kennedy, Jr. and the HHS. For external credibility, CBS News on 60 Minutes, Scott Pelley, on March 8, 2026 did a report on these weapons stating “The range of the beam is several hundred feet. It can penetrate windows and drywall.” www.cbsnews.com/news/us-military-tested-device-that-may-be-tied-to-havana-syndrome-60 minutes-transcript/ In addition, CNN interviewed Dr. Sanjay Gupta and James Lin in a special that aired on September 25, 2022 that partially explained these weapons using frequencies. transcripts.cnn.com/show/csr/date/2022-09-25/segment/01 Included in the…

My severe health effects from exposure to manmade RF/EMFs Wireless microwave radiation began in Jan. 2016 when a lg. Cell tower was built half a block from my much loved home. It was 4G then. Immediately I began to have sleep issues, couldnt sleep deep, was restless, my hands would stretch over my head all night from stress and my leg would twist inward, I woke up many times and I could hear loud frequencies in my ears and head. I would have heart issues, racing heart , then high blood pressure, I got anxiety then depression as the months went by, then exhausted all the time, I was so tired I couldnt work like before 2016 and I would have blood pressure and heart chest pain disorders. By 2017 I had to go to urgent care and then to the hospital for chest pains. I noticed all WIFI infrastructure and devices, smart meters, etc. were emiting radiation that was causing me to be anxious and irritable. I would get brain fog and memory issues, When 5G was being implemented in March 2020 all over our neighborhoods in eastern WA. I was instantly experiencing so much high frequencies noise in my ears and head It was unbearable!, I got severe inflammation , my head was going to explode, I got angry from the pain and just wanted to escape the city and go to nature to find peace and calm to get away from such intense 5G (5000 hz/sec) manmade destructive RF. I was getting hot , inflammed daily from 5G cell towers, cell antennas, and all sorts of powerlines with 5G going up in the city from 2020. for the last 6 yrs. my life has been turned upside down and I have become a EM refugee; moving alot trying to find places to rent in the country and more remote (and very lonely and I cant work) to be away from cell towers cell infrastructure wifi internet routers in homes and neighbors.... which is almost impossible to find. from so much 5G infrastructure in all cities, towns, powerlines, homes, rentals, schools, public buildings, spaces, parks, etc. Its impossible for me to live in cities since 2020 due to 5G , am gaining weight from so much 5G wifi interference and i hardly eat, am vegetarian. As the whole USA cities and towns and even countrysides are full of wireless radiation,…

I am 54 and have experienced symptoms from emf’s since smart touch screen phones came out.

Years ago, I returned my first touch screen phone because it made my face burn, my ear hurt and turn bright red and it made me super aggitated within a minute.

Since then, I feel stinging and pain in my hands if holding a phone and my teeth ache is a cell phone is too close to my face for even a short period of time.

People used to think I was crazy but I now know there are millions of others who notice detrimental and debilitating health consequences as well.

Please do whatever you can to stop poisoning people and ruining lives with emf radiation.

It has made it difficult for me to be in many spaces as I can even feel wifi now, it makes my legs buzz and I believe is a factor in the neurological issues I now have (neuropathy).

The 1st time I typed a paper on a computer was the annotated bibliography for my Master's degree. I couldn't figure out why I was ssoo irritable and unreasonable. My head pounded every time I worked on it. I couldn't see clearly. I couldn't. think. The next issue was when I got a satellite phone. My face would get red and hot, and my teeth started blowing up. Headaches again. Soon while commuting for work an hour each way in wide open desert land. Invariably at the same areas both ways, I would get hot and sweaty, no matter the weather; my shoulders and head would ache and feel prickly. The only variable in these areas were high cell towers. After that, things escalated very fast. I entered into a classroom which, although I was unaware of it at the time, had recently acquired wifi. Immediately, I was dizzy and ran out and barfed. There are some buildings that every time I enter, I run to the restroom with sudden violent diarrhea. Being attacked by harmful EMF's have. at times squeezed my life into the tiniest box. Every new invention complicates my life. I had to stop using a cell phone when 4 G came in. The pain and numbness in my fingers was unbearable. Talking on the cell was ridiculous as my brain could not decipher what was being said. Answering wasn't much better, as the frequencies made me stutter. Additionally, things like baby monitors, key fobs, motion sensor camera and lights, garage door openers, smart meters, electronics in cars, digital anything, radar, LED and fluorescent lighting, many medical devises, xrays, weather manipulation, laser, TV, tablets make me miserable, and, depending on how many devises are nearby, and the length of time exposed, more complications appear: vision loss, extreme high blood pressure, coughing, Parkinson's type symptoms, insomnia, trouble getting a breath, irregular heartbeats, lack of joy, lack of energy, joint pain, skin rashes, apprehension, restlessness, feeling the need to escape, memory loss, muscle pain, stabbing pain as cell phones pass by. Flying is impossible. Any injury or sickness when complicated with harmful EMF's is magnified times 10. The only way I've been able to function at all has been to live…

As a science teacher in a middle school building, my body was continuously bombarded by RF (microwave) radiation from the 25 lap tops, wifi router, all the cell phones, blue tooth, and other wireless devices for many hours daily. No one was checking the cumulative amounts of the radiation over long periods of time. No one tells you about the harm; the non-thermal effects of the radiation. I would get blurry vision, headaches, body aches, heart palipatations... the wireless printer was directly behind my desk chair. When I sat at my computer my head and neck were only one foot away. In 2014 my carotid artery dissected and I was diagnosed with some rare connective tissue disorder. Maybe the radiation contributed to or exacerbated the condition. I left my job because I can not control the amount of radiation I am exposed to in the school building environment. In my house, I can choose to use hard wired connections, turn off wifi and other sources. Unfortunately, our government does not protect its citizens from the toxic bombardment of RF radiation. We are forced to have smart meters on our homes, and you allow tech companies to install cell towers and 5G antennas in our right-of-ways. I can also pick up the wi-fi routers of all of my neighbors and have no control over that. We need setbacks of at least 500 meters. We need to be able to opt out of smart meters and have analog meters re-installed. Companies need to use the lowest possible amount of radiation, not pump out massive dosages for better service. Please put better protective regulations in place!

Sincerely,

Margaret Lynch

Health Impacts from Poorly Regulated RFR and the Studies Documenting Harm By Kelly Marcotulli I suffer from a physiological response to wireless technologies. This happens when I am in a strong wifi environment and if I stay too long near electromagnetic frequencies from standard electrical pulsations. I didn’t want to believe that my symptoms and suffering would be so clearly caused by such ubiquitous daily technologies but the facts have remained- I feel the intensity of pulsed electromagnetic waves. My symptoms are: insomnia, headache, increased and heightened tinnitus (ringing becomes more shrill), and an overall increase in anxiety. This study, Risks to Health and Well-Being From Radio-Frequency Radiation Emitted by Cell Phones and Other Wireless Devices, demonstrates the clear connection between RFR and my body’s reactions to those frequencies. “extensive review of numerous published studies confirms non-thermally induced biological effects or damage (e.g., oxidative stress, damaged DNA, gene and protein expression, breakdown of the blood-brain barrier) from exposure to RFR (63), as well as adverse (chronic) health effects from long-term exposure (64). Biological effects of typical population exposures to RFR are largely attributed to fluctuating electrical and magnetic fields (65–67). https://www.frontiersin.org/journals/public-health/articles/10.3389/fpubh.2019.00223/full Furthermore, this study out of Spain provides a causative relationship between my symptoms (cellular decay) and the RF frequencies my body was exposed to in the LAUSD schools I worked in. https://www.emfdata.org/en/studies/detail?id=949 “Irradiation affected selection of the death mode: apoptosis decreased or remained unchanged in cells subjected to any of the treatments, while necrosis increased in cells treated with CPS, LPS, or both for 48 h. The combination of RF-EMF and infectious agents reprogrammed the interaction between mitochondria/lysosomes/nitric oxide (NO)/cell death in macrophages in a time- and stimulus-dependent manner.” Radiofrequency fields at 2.45 GHz reprogram mitochondria–lysosome crosstalk and modulate the survival/death of macrophages exposed to LPS and/or the…

Re: HHS-OASH-2026-0397 Questions 2, 3, 9, 13, 15 and 18 I am submitting as an individual with firsthand experience of adverse health effects I believe are strongly and reproducibly associated with RF/EMF exposure. My background includes doctoral-level training in a health science and professional experience in telecommunications research and development. My symptoms began after I started working around RF/EMF-emitting telecommunications equipment. Previously healthy and athletic, I developed shingles, musculoskeletal pain, sleep disturbance, urinary frequency, recumbent pressure-related pain and metal sensitivity. About three years later I moved from a rural area into a newly built suburban home and my health declined dramatically. I developed chest pain, palpitations, dizziness, heat intolerance, tinnitus, profound fatigue, brain fog and severe insomnia. My resting heart rate rose from about 70 to 90, yet during exercise sometimes failed to rise appropriately, leaving me dizzy and winded. Eventually I could no longer continue school or work. Extensive medical evaluation, conflicting diagnoses and tens of thousands of dollars did not restore my health. For nine years I spent nearly every waking moment trying to regain my health and my life. RF/EMF was initially only one possible stressor I investigated among many. I obtained several RF/EMF meters, mapped sources in my home, turned off Wi-Fi and a cordless phone, and discovered exposures I had not known were present. My efforts culminated in a move to a remote property chosen partly because it had little or no cellular service. Other environmental factors changed too, so this was not a controlled experiment. Over the following years I progressively recovered and became far more tolerant of heat, foods, chemicals and ordinary stresses, although city trips could still trigger relapses. Years later the wireless environment around my rural home changed. Cellular service became detectable where previously there had been essentially none. A new cell tower went up, my fixed wireless internet provider changed equipment, and a neighbor installed Starlink. My previous syndrome returned severely. My heart rate and blood…

Thank you for providing individuals and families with an opportunity to be heard.

There are many ways electromagnetically intense environment can affect physical state of a human, aside from a direct hit by concentrated electromagnetic beam or a 'parcel' of concentrated energy emanating from a communication tower, which has been experienced in Denver, CO (2008) and a small town in Wisconsin (2013) where a Data Center is no being built.

Aside from direct exposure to radiation, coverage creates opportunity for interaction with equipment, particularly digital equipment. For example, manipulation of blood pressure measuring devices are well known and happen routinely to personal devices, as well as those in hospitals, or those provided by pharmacies, was found as a result of direct experience and observation of other people reaction and comments.

Whereas towers are usually cited as a threat, I find that intensity of wireless coverage caused uninterrupted interference with my physical health in our neighborhood in Wisconsin town of Grand Chute from 2010 through 2020.

Since 2021 it got only more intense by the year, and that after we moved from a coverage intense neighborhood at previous address.

The interference with physical health at those locations is more complex than simplistic statements about radiation, - density of coverage is more appropriate term for understanding of the matter.

I am submitting this comment in response to HHS’s Request for Information on Electromagnetic Fields (EMFs), Radiofrequency (RF) Radiation, and Wireless Radiation Exposure.
