I am submitting this comment in response to HHS’s Request for Information on Electromagnetic Fields (EMFs), Radiofrequency (RF) Radiation, and Wireless Radiation Exposure. I am responding from the perspective of an individual, researcher and alternative healthcare advocate. Attached are more details since my story with EMR Syndrome covers many years and many exposures. 1. EMR Syndrome started Fall 2009 when my husband was killed by the deep state with 400-600 rentgens of radiation in our home. He had been surreptitiously chipped on our wooded property 5 ½ years earlier, after publishing our first special edition publication (December 2002, January 2003, February 2003.) I knew I was also being hit on while working in the basement of our home by the service berry bushes leaves turning black. Only this particular native bush has an aversion to radiation to this degree. Purple lupines that grew on our property came back pink. Many flowers turn white in the face of microwave radiation, such as Cosmos flowers. Our apple tree was very close to the direct path of the beam and nearly died. It took five years for me to bring tree back to life. 3. A bit later I joined a local group, EHS Idaho, to halt smart meters from being placed on our homes. We ended up failing on this front but thanks to the work of Mary M., they put in an opt-out program that cost those affected $25 in additional fees monthly. For those who couldn’t afford that, we had to tough it out. (more to her story is attached) 4. May 2019 – restarted a broadcast on Republic Broadcasting Network https://republicbroadcasting.org/ called Immunize Wizely. Guests included Dr Martin Pall 3X, Shannon Rowan, author of WiFi Refugee + The Red Shoes (3X) and other researchers on the wireless issue. 5. I moved to Hayden, Idaho in mid-March 2020, just prior to the historical Covid lock-down. I am an individual with 2 degrees, both in the science field. Parent with ‘high IQs’ taught us to research and educate ourselves in which most of us still do often!. My studies are for better living, better health, being aware of what is going on around us, and what is being put via the air, our food supply, our water, and what is coming from our environment (ie RF/EMF). The type(s) of wireless technology or RF/EMF source(s): iphones 8-16, IPAD 7th gen or older, wifi (fidium) with Low EMF router, MAC, Smart TV (12 yrs old thank God is on an ethernet cord), PG&E smart meter(‘mandatory’) but covered with ‘emf material. Most other items are via bluetooth. Wear wired earpiece. b. The nature, duration, frequency, and approximate timing of the reported exposure(s). Test EMF approx. every couple months. Here’s the latest numbers (exposure has basically been the same each week for the last few months) ‘Fidium’ wifi equipment runs 2500-6000 microteslas, ipad blasts 4652 microteslas (uT), then the room that has the fidium/wifi outside connections on the other side of the wall, EMF meter reads 300 24/7 with no equipment near that room. The router is in the 5th room away. Iphone read 2000-5000 depending on where the meter is pointed, hot spots of course are on the top where your brain goes and on the bottom where the speaker is. Kitchen near microwave reads 300 when it is OFF. None of are SMART appliances. I get readings of 200-300 throughout the house in spots where there is nothing near that would give off that high of a reading (no electronics at all), ie, against a wall, in the hallway. These levels are NOT HEALTHY and EXTREMELY DANGEROUS to our health. c. The potential adverse health effects experienced: Headaches (lesson when turn off wifi/router), humming in brain, joint pain in hands, soarness in eyes/blurred vision to wifi/smart screen (fine all other times), trouble sleeping/no sleep (average 3 hrs/night) have to turn router/wifi OFF at night. d. The US has some of the most lax EMF protection standards in existence when compared to other countries. If other governments can enact more protective EMF allowances, why can’t we?

To answer that question, an apt comparison is with the tobacco industry. They knew nicotine was harmful to health and highly addictive yet they aggressively marketed their products, even to children at that time. They hid the valid research. They paid off or discredited any researchers who dared to question or show negative health effects. They hired doctors to recommend that people smoke cigarettes for health. They intensified the advertising campaigns, convincing everyone that cigarettes were a necessary part of life.

It’s called the Tobacco Playbook and it’s being followed by the telecom industry with one additional component. That is, in addition to those strategies the telecom industry has taken over the agency that is supposed to be regulating it. And so ti is that the US has laws that protect the industry and harm the people.

The research showing the harmful effects of wireless radiation on all life forms is abundant and rigorous. And ever growing. Please follow the Precautionary Principle and enact protective legislation for humans, animals, and insects.

Please protect the earth’s ionosphere from the damage being done by telecom satellites in low orbit, mostly Starlink. Once destroyed the ionosphere cannot be replaced. Do you want that to be your legacy?

Please create testing protocols for humans that mimic real life and take into account the cumulative effect of multiple sources of EMF bombarding the body 24/7/365.

Please educate people about the dangers of wireless radiation, especially for children. Prohibit cell towers near homes, schools, hospitals, parks and playgrounds.

Please fund other means of communication, such as fiber optics. Please ban Wifi and return to wired computers, especially in the classroom. We did it before, we can do it again.

There are so many things that could be done to protect public health in this arena, if only the US would follow the lead of other countries, or better yet, take the lead.

The publicly available body of scientific pier reviewed information, studies and data on the harm/s, damage/s, risks, disruption and destruction to all biological life and environmental disruption. Including but not limited to mutagenesis and cytotoxicity of entire populations, ecosystems, habitats and species up to including ecocide and extinction and or irreparable damage or destruction to gnomic integrity of all life on Earth from many forms of radiation is clear.

I would like to include the the statements of the FCC chairman Tom Wheeler on June 20th 2018 FCC Press Conference on 5G in Washington DC. “we wont wait for the standards”. Mr Wheelers statements and the over 1800 studies and the BioInitiative report 2012 I have provided lead me to have reasonable cause to suspect that I and any third party including all terrestrial life are in immanent danger of destruction, irreparable harm, damage and disruption of natural bodily functions and processes up to and including but not limited to mutagenesis and death. I am for the reasons stated above am in a continual state of psychological terror, duress and fear from the continued forced and involuntary exposure to and use of or, deployment, implementation, construction or activation of any equipment, infrastructure, device, antenna, emitter or technology that can generate or is capable of emitting any radiation above that than from naturally occurring sources or systems terrestrial or non-terrestrial Ionizing and non-ionizing radiation, Electromagnetic fields (EMF’s), Magnetic fields (MF), Radio Frequency Radiation (RFR), Radar, Millimeter waves above the level capable of disruption to any Voltage Gate Calcium Channel(VGCC) in any cell of my body.

I DEMAND the FCC reevaluate its exposure limits to children and the environment IMMEDIATELY with out delay.

Docket HHS-OASH-2026-0397: Comment on RF/EMF Exposure and Human Health Perspective (Question 2): Individual member of the public. My full comments, with citations to peer-reviewed research, government reports, federal court records and my own home measurements, are in the attached PDF. They are organized by the RFI's question numbers (Questions 2, 3, 5, 6, 8, 9, 10, 11, 12, 13, 14, 15, 16 and 17). Summary: U.S. RF exposure limits were adopted in 1996 to prevent one harm, tissue heating. They do not account for non-thermal biological effects, long-term exposure, pulsed and modulated signals, or children. Since then: - 2011: IARC classified RF radiation as "possibly carcinogenic to humans" (Group 2B). - 2018: The U.S. National Toxicology Program found "clear evidence" of malignant heart schwannomas in male rats, along with evidence of brain gliomas and DNA damage. - 2018: The Ramazzini Institute found the same rare heart tumor in rats exposed to a cell-tower signal at about two-thirds of the FCC's public limit. - 2021: In Environmental Health Trust v. FCC, the D.C. Circuit held that the FCC failed to explain how its limits protect against non-cancer harms, long-term exposure and effects on children. Children absorb more RF energy than adults because of thinner skulls, more absorbent tissue and higher whole-body absorption from towers and Wi-Fi. Yet phones are still certified using a model of a large adult male head. Section 704 of the Telecommunications Act bars communities from rejecting towers near schools on health grounds, which leaves the federal limit as children's only protection. New technologies, including 5G small cells, millimeter waves, smart meters, wearables and satellites, keep adding exposure that no one evaluates in total. U.S. limits also offer no protection for birds, insects or other wildlife. Using a TriField TF2 meter and a broadband RF meter, I measured EMF and RF levels in and around my home, which revealed exposure from sources I had never thought about. I was having heart palpitations and tinnitus when I had a Wi-Fi router in my house. As soon as I hardwired symptoms stopped. Additionally, I am extremely concerned about my local utility who has mandated a switch from analog meters for power to smart meters. I sent the attached letter to them but they dismissed my concerns without any factual information to rebut and as long as the FCC doesn't comply with their court order and look at biological effects rather than thermal only, utilities will just continue to deploy. My only hope is that HHS conduct studies that can help establish critical exposure limits. I provided many reputable references within the letter (American Academy of Environmental Medicine, EMF Safety Network, Building Biology Institute, 2012 Bioinitiative Report prepared by 29 authors from 10 countries (10 holding medical degrees, 21 PhDs, three M.Sc, MAs or MPHs), etc. People's testimonies claiming harms were also referenced (https://emfsafetynetwork.org/smart-meters/smart-meter-health-complaints/ ) . One of the utilities references mentions safety based on distance of 10 feet. I have a 25'x30' house. The meter will be installed on one side of my house and on the other side where my bedrooms are located my neighbors meter will be less than 10 feet away. There will be no safe place for me to live in my house. Please conduct these very needed studies. I so appreciate ALL you are doing!!!!!

I have been suffering from EMF since 2002. Some of my symptoms are anxiety, trouble sleeping, lack of concentration, digestion issues, tingling in my cell phone holding hand & arm and heating on my face and ear.

I was born and raised in Toronto, Ontario, Canada and the Radio Frequency being emitted in the last 15 years from cellular towers and phones has affected my quality of life that I had no choice but to move into rural Ontario. I have been living in the country for almost 3 years and I have noticed a positive change in my health and quality of life. I no longer suffer from the symptoms aforementioned because EMF is virtually no existent. I have confirmed these findings using my TriField 2 Meter which measures Radio Frequency, Magnetic Frequency & Electrical Frequency accurately and by hiring a qualified Building Biologist.

These Frequencies being used by the telecommunications companies is destroying the health and lives of humans, animals, plants and the entire planet. This industry has operated much too long without scrutiny by a unbiased third party. Please see studies attach that support my claims.

As a PhD researcher specializing in microwave manufacturing of materials AND with a background in integrative medicine and therapeutic electromagnetic devices, I am uniquely positioned to comment on my own experience of harm from exposure to microwave communication signals, as well as to proffer information on how harm is occurring that has not yet been addressed in any major scientific study nor by any agency involved in the proliferation of these wireless technologies and infrastructure. I actively support the appropriate relevant use of therapeutic electromagnetic devices, but dispute the unbridled proliferation of microwave communication signals in defiance of the basic time-shielding-distance radiation safety rule. X-rays carry the exact same energy per photon as a microwave (if you removed the time-dependence) but more x-ray photons per second impact an object than do microwaves. The important thing is to recognize that the time-independent photon energy is the same, so it just takes longer for microwaves to do harm compared to x-rays. Furthermore, if you study spectral chemistry, you will see there are many microwave-receptive energy levels in molecules of our bodies, so by sitting 24/7 in a soup of microwaves from many different wireless devices and infrastructure, all of which, via heterodyning, have a greater chance of resonating with fine structure and other microwave-receptive energy bands, we are altering the way biochemistry takes place in the body, mostly to our detriment. The mechanisms of harm are obvious and logical. To the extent the human body can detoxify from this constant assault determines whether a person falls ill or stays healthy. Many people are suffering ill health and have no idea that the wireless soup we are in can be or is a major contributing factor. I did not know I was being harmed until I had been harmed. With all due respect, please read the documents I have attached. For the sake of and health of the American public, thank you for your time and attention to my comments.
