Comment on the energy of radio-frequency radiation

In the past, a frequently used argument claimed that radio frequency (RF) radiation is too weak to cause biological harm because the energy of a single radio frequency photon is too low. This argument is mostly irrelevant to discussion about health effects because:

1. A single RF photon changes the state of an atom in an atomic clock, no one can guarantee that similar effects cannot happen in complex biological systems.

2. Most of uses of RF energy involve many photons. For example, cellular communication uses thousands to millions of photons to transmit a single bit of information and cellular transmission involves, frequently, millions of bits per second. No one can guarantee that many photons will not induce a biological change jointly.

3. From a thermodynamic perspective, the RF radiation is extremely strong, its effective temperature is immense. This is proved in the two attached files, one in form of a scientific paper, the second in the form of popular presentation. Both require very basic understanding of undergraduate thermodynamics.

I am submitting the attached response to share my personal experience with adverse health effects that I have experienced in association with exposure to radiofrequency electromagnetic fields (RF/EMFs) over an extended period. My symptoms have had a significant impact on my health, wellbeing, and ability to work in conventional wireless environments. The information in my attached submission reflects my lived experience, medical investigations, formal diagnosis with EMF Syndrome, and the outcomes achieved through exposure-reduction measures. This submission has been anonymised to protect my medical privacy. Extract from the Closing Statement of the Submission:........ I respectfully urge the U.S. Department of Health and Human Services to continue investigating reports of adverse health effects associated with RF/EMF exposure and to ensure that individuals reporting such symptoms are treated with openness, scientific curiosity and compassion. One of the most important lessons from my experience is the value of the Austrian Medical Association's Consensus Guideline for the Diagnosis and Treatment of EMF Syndrome. The guideline was instrumental in helping both my medical practitioners and me understand, diagnose and manage my condition after years of uncertainty. It provided an effective and practical framework that directly informed successful treatment and exposure-management strategies. I strongly encourage the Department to review this guideline and consider how similar clinical guidance could be more broadly communicated to healthcare professionals. My experience also demonstrates that successful management often depends not only on medical treatment but also on environmental accommodation. The same way society has evolved to support individuals with mobility, sensory and other disabilities, consideration should be given to how reasonable adjustments may assist individuals diagnosed with EMF Syndrome. We are several farmers, in reality thousands of farmers from different regions of France to suffer and die on our farms without you being, we think, really and concretely aware.

Today, we decided to call for your help before it was too late.

This letter is a call for help. There is still time to act, thanks also to your help.

This letter is a living testimony of dozens of cases that in reality represent between farmers and other citizens of our country millions of cases constantly increasing.

We are all farmers. Dairy or/and nursing or in polyculture livestock farming. We all have something in common:

Suffer and die on our farms (plants, trees, animals, humans) from artificial electromagnetic waves generated by the costly, exponential installation and deployment of wind turbines, relay antennas (radio-telecommunication), photovoltaic power plants, RTE substations.

Current norms do not take into account the reality of our lives.

Impact studies proving; the causal links between the electromagnetic fields (whether it’s wind or radio telecommunication of 3, 4 and 5G and their more than negative effects: indeed many farmers commit suicide: their farm is no longer profitable, afraid of being considered a bad farmer if we reveal our difficulties, etc.);

A Child's Experience of Classroom Wi-Fi: Why Independent Investigation Is Urgently Needed In September 2023, our previously healthy, academically successful daughter began experiencing debilitating headaches, stabbing eye pain, tingling, brain fog, exhaustion and difficulty concentrating at school. Her symptoms repeatedly developed within approximately 15–20 minutes of entering particular classrooms and improved when she left. The onset followed the installation of enterprise-grade Wi-Fi access points inside classrooms, including units directly above pupils' desks. Teachers initially investigated familiar environmental explanations, including food allergens, fragrances and cleaning products, without identifying the cause. Our family also considered ventilation and lighting. Given our daughter's medical history, our GP asked the school to trial switching off the classroom Wi-Fi access points. The school initially refused. We maintained an eight-page symptom journal, documented classroom conditions and sought accommodations. Our daughter wore a specially commissioned shielding hoodie in school colours to remain in class. Securing an adjustment became a distressing process involving medical intervention, legal correspondence and a child-protection referral. When the relevant classroom Wi-Fi access point was eventually switched off, her symptoms disappeared. Her concentration, wellbeing and ability to participate normally in education returned. This was the decisive observation for our family. Her subsequent academic and sporting achievements demonstrate that the earlier difficulties did not reflect her underlying ability. Further room-specific symptoms were reported at secondary school where access points remained active, while adjustments helped her participate successfully elsewhere. Our experience is not a controlled scientific experiment or independent proof of RF causation. However, the chronology, symptom records, medical involvement, repeated observations and reported resolution following an environmental adjustment deserve serious scientific investigation rather than dismissal. Dear Sirs. I remember experiencing discomfort and paii in the vicinity og electric heaters in my early childhood. I hoped that it would gradually disappear but instead it got worse over the years. For many years I thought that there was something wrong with me and I tried many things to get relief but it did not work to my satisfaction. With the introduction of mobile phones and wireless networks life became more difficult. Luckily I found some information on the internet about how to protect myself and this helped. Now, with the introduction of 5 G wireless communication the problem has become worse. With the help of preventative technologies I manage in my daily life but I de hope that the authorities will decide to reduce the levels of radiation to levels that are compatible with human body and other living organisms. The limits of maximum allowed radiation from mobile phones and WiFi must be reduced significantly. These limits were implemented in 1996 and have not been changed since. It is high time to change them now.

DECLARATION of DAPHNE FIELDS I currently reside in the West Kootenays, B.C. Canada. I came here from my birthplace in the city of Vancouver some 50 years ago to make a life in nature, in the country. I am very affected by electricity in general and the higher frequencies of the cell signal in particular. I am also strongly affected by toxins such as air pollution; but the disturbance to my otherwise healthy happy self is biggest from radiofrequency/microwave radiation. The harm it has caused me started as a child, and has increased steadily. I am now 73. None of us consents to any of it, and it feels like a crime against not just humanity, but the natural world. I have personally observed, hosted gatherings on, written about (probably 100 articles in newspapers) and taught about the dangers of cell phone radiation to try and educate others against this unnecessary harm. I am a college and university instructor; and, at U.B.C where I taught, I once gave a special lecture presentation on this burgeoning problem. I won’t ever forget that at the end, most everyone just got up and walked off, as if there wasn’t too much of a ‘take home’. But there were 3 or 4 who didn’t get up, they just sat there, obviously quite upset. They ‘got it’. The reaction of these few students is what we need now in order to get the majority of people feeling and pondering this harmful technology. It affects everyone negatively, but there is a percentage of us (and all animals, at least that’s what i observe) who are affected to such an extreme that it results in inability to function normally. The origin of my ‘over the top too much” was in childhood, where I had an overexposure to the old fashioned television plug. (At age 4, 1950’s) with no one else in the house and the first time to see such a thing as a t.v., i thought it was some sort of monster, and i was always able to hear its whine, upstairs in my bedroom, even when ‘off’, so i would come down at night as well to unplug it. Before August 2020 I was a healthy and functional. In August 2020 we had a power outage and our live electric line went bad. In October 2020 we had another power outage and lost our neutral line (which is the safety line; the neutral wire takes any unused voltage out of the house). The neutral was not fixed correctly by the utility and we lived with both live and neutral lines being bad for 2 years 8 months. Every single electric appliance from furnace & hot water heater down to electric toothbrush burnt out repeatedly. The electric utility was incompetent and didn’t fix the lines. As a result I lived in an unsafe electric field for all this time. I would walk into the house and all the nerves on the right side of my body and in my spine would start tingling and burning. I had a tryptase measurement in July 2020 which was slightly elevated. After the two power outages my blood tryptase level increased significantly. This is a confirmation that the bad electric triggered Mast Cell Activation Syndrome (MCAS). According to Dr L Afrin, 17-20% of the population has MCAS. During this time the electric utility also installed a smart meter. The smart meter increased the already unbearable nerve pain; it felt as though a taser set in HIGH had been implanted in the spine. The spinal cord has a high concentration of mast cells; again this was an additional trigger. The pain decreased slightly when the smart meter was removed. The smart meter did not help the utility diagnose the problem. Living with the bad electric triggered horrible vertigo, nausea, periodic loss of the ability to speak, brain fog, horrendous nerve pain and many other mast cell symptoms. On June 1, 2023 at 1:15 am the 5G tower that was .3 miles from our house was turned on. I woke up to a roar, and all the mast cell neurological symptoms intensified dramatically. The nerve pain felt like thousands of razor blades sawing back and forth in my nerve endings. The pain was literally beyond the human ability to understand. INTRODUCTION: I have direct knowledge of the design, manufacture and effects of electrical and microwave transmitters like mobile phones for over 45 years. I have operated a "white zone" wellness lodge on the East Coast of the Island of Hawaii since 2019 that has a background microwave radiation level of less than .4 micro watts/square meter (uw/m2). My lodge has hosted numerous people who arrive and have exhibited severe physical maladies that have immediately begun to recede upon being on my property on a 'ZERO' EMF environment. I know someone who suffers from this exposure. She can't travel or stay anywhere there is wifi. This has been a challenge for her for over 20 years. This has to change now.

We welcome the HHS decision to open this public consultation at a time when our organization has assembled substantial official evidence from **France, the European Union, Canada, and the United States**, raising serious concerns about the reliability of radiofrequency exposure testing, regulatory standards, and market surveillance.

Since 2018, Alerte Phonegate has investigated these issues through scientific research, independent testing, and extensive exchanges with regulatory authorities. Official documents and test results obtained across these four jurisdictions reveal significant shortcomings in SAR testing procedures, the transparency of proprietary power-management algorithms, and the oversight of mobile phones.

We therefore submit the attached report, prepared for both the HHS and FCC consultations, bringing together this documentary evidence, scientific findings, and specific recommendations to strengthen independent testing, regulatory transparency, and public health protection.

Public health protection cannot wait. Authorities must act now to inform smartphone and connected-device users that these devices should no longer be kept in direct contact with the body or head.

This simple preventive measure is especially important for children, pregnant women, and workers who use these devices extensively. Implementing clear, nationwide public information campaigns would represent a major step forward in protecting the health of hundreds of millions of people.

I am submitting this Comment to the HHS hoping that positive change can be effected through informed, ethical policy-making; and revised Radiofrequency/Electromagnetic Fields standards that prioritize and protect human health and the natural environment on which we rely. I write as an individual functionally disabled by EMR-S with a metal hip for whom there is currently no guidance on safe exposure levels to rf/microwave/emfs radiation. 11d. Individuals with implanted medical devices – metal implants - see attached file for references People with metal implants should be considered a ‘significant, high risk population’ rather than a “sensitive’ one. Nearly a third of US adults aged 40+ have a metal implant inside the body and the numbers are increasing. 1 There are implications for the wider population using/wearing/carrying metals: tatoos (metal inks), spectacles, 2 jewellery, clothing, hearing aids, keys & coins. Implant metals act as antennas and amplifiers of pulsed rf/emf radiation to varying degrees depending on their conductivity rate; absorption of, and re-emittance of rf/microwaves; accumulated exposure time to emfs/rf; resting periods between exposures. They create hotspots; produce galvanic reactions; resonate at different frequencies from human tissue; and multiple metals at the same or different sites set up body micro-currents. Unlike chemicals which are blocked by the blood-brain-barrier, metal ions can traverse it. A dental research paper notes: “In biological dentistry, every metal in the body is regarded as a kind of antenna for microwaves and other electromagnetic fields (EMF) …”The standard absorption of emfs can be increased 400-700 times simply by using a mobile phone (ringing or SMS reception) in combination with metals in the mouth.” 3 Analysis of rf/emf radiation exposure on a human head with metallic implants states: “Metallic implants significantly alter the spatial distribution of hotspots in the head resulting in enhanced energy localization and deeper penetration in surrounding tissues.” 4 So, given the dangers of metallic implants why are people with metal implants excluded from IEEE Standards & ICNIRP Guidelines on rf/emf…

EMFIS welcomes the opportunity to respond to the U.S. Department of Health and Human Services’ Request for Information concerning high-frequency and electromagnetic-field exposure and human health. Our full response in the attached PDF. In particular, EMFIS recommends that federal health agencies consider indoor exposure benchmarks that integrate the research, guidance, and regulatory approaches of the national and international authorities discussed above with practical experience from on-site measurements in occupied buildings. EMFIS was established because no comprehensive framework then existed that combined protective, measurable, and practically achievable exposure limits specifically for indoor environments. The EMFIS exposure limits were developed through this combined approach: reviewing established scientific and technical frameworks, such as Baubiologie SBM 2015 and EuropaEM, evaluating field-measurement data, and focusing on values that can be distinguished reliably from the measurement system’s noise threshold. This approach supports protective targets that are technically measurable and realistically implementable in places where people spend meaningful periods of time, including homes, schools, workplaces, healthcare facilities, and hospitality settings. In EMFIS’s view, this building-centered approach can improve federal assessment and disclosure by supplementing source-specific compliance limits with transparent measurements of actual indoor conditions. Such assessments should document relevant frequencies, typical and peak levels, source locations, operating conditions, measurement methods, instrument sensitivity, the applicable noise threshold, uncertainty, and the cumulative contribution of multiple sources. Regulatory frameworks should also encourage practical exposure reduction through source management, distance, wired alternatives, system optimization, shielding where appropriate, and post-intervention verification. I am sensitive to wireless radiation, especially the newer 5G short poles affect me greatly. I noticed it for the first time while eating at a restaurant, I started to feel ill and my eyes became blurry. I could not figure out what it was originally, but saw a 5G type short pole nearby, and wondered whether it was that. So in the future, I monitored my responses and realized it was the poles. Since then, I realized that there are actually scientific studies showing the harm to eyes from this sort of radiation, including cataracts and other damage. Please stop putting these poles everywhere in cities and around people and wildlife. We need to hardwire more and use wireless much more judiciously. It disturbs me to see the children near this radiation constantly when it ruins the eyes and harms the body.
