Finally, someone who will listen to my wife Norma's and my story. Thank you, Secretary Kennedy, we have been waiting for too long and now thanks to you, we can tell our story. I am including a PDF document produced back in 2016 and distributed to Director Linda S. Birnbaum at the NIH, Dr. Ricky Langley with the North Carolina State Health Department, and many other research institutions with no response. My wife, Norma Hailey Martin, passed away July 9, 2019. She was admitted to the hospital on Sunday, July 7, 2019, diagnosed with a massive stroke. She was unconscious (breathing on her own) the entire time she was in the hospital, but the doctors said she would eventually pass away due to the extreme damage sustained by her brain due to the stroke. She remained in the hospital until Tuesday evening, July 9, 2019, when she was transferred to a hospice facility. She was only at the hospice facility approximately two hours before she passed away that evening, July 9, 2019. Prior to the stroke, Norma had been diagnosed with dementia, specifically severe frontal lobe atrophy. Over 13 years, her mental capacity diminished until she was no longer herself, becoming combative, using curse words she never used before, and eventually becoming unable to walk being confined to a wheelchair. She had been living at home with me as her caregiver until she fell one day and I couldn't get her up. She was then transferred to an assisted living/dementia care center for the remainder of her life until the stroke on July 7, 2019. While she was living at home with me, a smart meter was installed on our house on the exterior wall of our master bedroom on March 28, 2006, and that is the beginning of this story regarding Norma's mental decline. I didn't know anything about a "smart meter" prior to her going into the assisted living/dementia care facility until reading numerous articles relating to them. After Norma was placed in the assisted living/dementia care facility, I immediately started an investigation and was very disturbed in my research and investigation results. While living at home, Norma had been sleeping for 10 years with a smart meter virtually on her head (see photos…

I have acute electromagnetic hypersensitivity. It began with multiple perplexing symptoms: muscle and joint pain especially my legs and feet; memory difficulties; dizziness/fogginess; heart pounding/palpitations; cataracts (just had cataract surgery); ringing in the ears constantly; night sweats; periodic itching; etc. All I could do was sit on the couch and cry. Desperate, I found the first website WEEP (which goes back to 2008!) describing everything I was experiencing and found books and articles I devoured (Exposed by Bill Cadwallader; EMF Practical Guide by Lloyd Burrell, Zapped by Ann Louise Gittleman, The Invisible Rainbow by Arthur Firstenberg.…) Discovering there are EMF specialists, I hired one here in the Twin Cities (Building Biologists) who helped with some mitigations such as replacing smart meter, installing ethernet, turning breakers off at night, creating a safe sleeping space, EMF power strips, ditching the microwave, etc. I consulted with an EMF specialist online, Jeremy Johnson, who helped further with meters, travel bed canopies, fiber optic set up with the ethernet, computer safety, etc. I’m surrounded by cell towers, from 1/2 to 2 miles away. My previous regular bike route in any direction passes a cell tower. EMF protective clothing and blankets can help a little particulary in the car but are only a small part of the equation. There have been many studies concerning EMF particularly with iPhones as listed in the books above; however, the standard on what is safe still goes back to tests done in the 90s measuring heat – we are way past that now! I also have read many articles about 5G and 6G having been developed as bioweapons by our own government – why do we need these frequencies? Lastly, I can hardly stand it when I see cell towers placed at schools, churches and parks with children being exposed day after day. Four doctors and a dentist later, I am giving them information on EMF and symptoms. They never heard of it – are they diagnosing symptoms such as mine without realizing the real source? Lastly, please visit 4rbees.com who has developed PureWave cells thoroughly research – saving the bees plus humans are using it as well. We are all being affected on a cell level from EMF. Please take action to protect us!

Wireless radiation is a toxic exposure that hasn't been properly studied to truly understand its harmful impacts on children, wildlife, and insects, including bees and other pollinators. This is because many so-called "studies" have been funded by Big Tech, which puts profits over both people and the natural world. Many children and adults are experiencing adverse health effects daily, reducing their quality of life and leading to illness. Please also consider widespread harm to fruits and vegetables from a declining pollinator population. I support people affected by wireless radiation, especially those who may not realize the root cause of their illnesses. I believe HHS should address this issue for the health of all Americans.

I support HHS taking an active role in examining the potential health and environmental effects of wireless radiation. Questions about human health should be addressed by federal agencies with appropriate expertise in medicine, biology, epidemiology, and public health, and the experiences of individuals and families who report being affected should be considered alongside the scientific evidence.

I urge HHS to carefully evaluate these experiences and the scientific evidence, identify gaps in current research, give particular attention to children and other potentially vulnerable populations, and establish appropriate federal research priorities regarding wireless radiation and public health.

Thank you for providing individuals, families, healthcare providers, researchers, and scientists with an opportunity to finally be heard on this critical public health issue.

Like most Americans pursuing the dream, we have been keeping up with the ever growing need for cellphones, iPads for all of our homeschooling kids, Apple Watches to keep us all connected, faster WiFi and full home security systems, after all, we’re trying to provide the best for our family. Until December of 2024 spiraled our family on to a medical goose chase as mold exposure paired with these ever magnifying frequencies, sent our kids searching for reasons they didn’t feel good. To top it off, our sweet daughter alap came down with tic-borne Bartonella Henslae and Anaplasma bacterias that have radically jerked our family around leaving us running towards alternative answers for here very quickly cascading neurological symptoms that almost took her life 300 days in. Today we’ve had to move away from our home near the city (and many local towers and antennas), and search for medical attention to try to help her fully recover. Day 670, and we’ve yet to see her memory restored. How did we know to move away from all the frequencies? Our family-friend has a property on a mountain near our city created with low to no EMF exposure. His scientific studies and great love for our families recovery took our debilitated daughter to the mountain for a few days. After our third day, she was walking and kicking a soccer ball for the first time in over a year since she was in full time ballet classes like a normal 13 year old girl just a year prior. She has been the most significantly impacted with a hyper sensitivity to all of the exposures and today must refrain from family events, using all phone or RF exposing devices, unless she stays inside a small silver EMF canopy to shield her from it all. Her new awareness of exposures has left her unable to live a normal life, daily debilitation, and the bacterias continue aggressively suppressing her body as her immune system fights the issues inside and out. Walking away from our home, our sense of a “normal” family, and the hope to help her recover safely away from it all has moved us into a motorhome ready to go anywhere we can to give us peace and healing. We’re still learning about EMF’s, RF’s and cellphone exposure, but Avery can tell if it’s within 100 feet of her. It’s time to start learning about the negative implications of the ever progressing lives we all yearn to live. Thank you for reading.

I am a parent of two elementary-school children, commenting on HHS-OASH-2026-0397. I support wireless technology. I do not support treating the absence of a settled harm finding as if it were a finding of long-term safety for children. Criminal law puts the burden on the state before it punishes a person. Chronic exposure of a whole generation is not that kind of question. Where exposure is widespread, begins in early childhood, and will continue for decades, the burden should be on showing that exposure below current limits is safe enough for developing brains and bodies. That is the precautionary principle, and it is the right standard for this RFI. U.S. radiofrequency limits are built primarily on avoidance of tissue heating and date to 1996. Children now grow up with phones, Wi-Fi, wearables, and nearby infrastructure that did not exist when those limits were set. A child’s head is smaller, the skull is thinner, and the same external field can produce a higher localized absorption than in an adult. That is an exposure fact, not by itself proof of injury. It is enough to reject adult-only limits as a sufficient account of childhood exposure. I am not asking HHS to declare a mechanism or to ban the technology. I am asking the Department to stop leaving parents with reassurance in place of evidence. The questions that matter for my children are still open. What is the evidence, for and against, that long-term radiofrequency exposure below current federal limits affects neurodevelopment, sleep, attention, and mitochondrial function? How should cumulative exposure from phones, routers, school networks, and nearby antennas be added together, rather than assessed one device at a time? Which international guidelines use lower limits or added precaution for children, what evidence those guidelines rest on, and why the United States does or does not follow them? I ask HHS to do four things. First, publish a plain-language comparison of U.S. radiofrequency limits with international guidelines that apply lower limits or additional precaution for children, and state the evidence each standard actually rests on. Second, fund independent research on long-term, low-level…

I am submitting this comment in response to HHS’s Request for Information on Electromagnetic Fields (EMFs), Radiofrequency (RF) Radiation, and Wireless Radiation Exposure.

I am responding from the perspective of a retired nurse. When I retired three years ago, my wish was to cut expenses as my income was fixed. I gave up cable TV as one of my monthly expenses that was very pricey. My cable provider provided WIFI I had always seen the " towers" and I knew that the phone companies used these towers and I never thought twice about their use. About 6 months after switching to WIFI, I began to experience serious joint pain. My knees, ankles and hips began to be an issue, not relieved with OTC pain medication. I started to read everything that I could on joint inflammation. I stumbled across something called Grounding. It was very ancestral...walking barefoot on grass, touching trees and foliage. I continued to research and came across "Grounding Sheets" I read that they were made especially for painful joints due to EMFs. They can be purchased over the internet. Unfortunately they are very expensive and it really is unknown their effectiveness over time. Not to mention that they aremade in CHINA The wire from the sheets are plugged in to the grounding hole on an outlet. I purchased and was truly amazed how effective they are .Unfortunately they do wear and in the past year or so I have purchased the sheets three times .I have actually thought about going back to Cable as it is the only way to .eliminate the extreme discomfort. The sheets are too expensive. Im hearing that the plan is to increase the wifi to 7G. If my joints are affected, what else is? Could be my brain. How about pregnant women? I'm looking for someone to come up with a solution about this very unknown situation

When they turned the second one on I felt like an elephant sat on my chest and was in extreme pain. I had to live in my basement until we could sell our home. A home that I had worked 16 hour days, 5 1/2 days per week for years to buy. I had to leave my family, friends and a life I had taken years to build. No one is accountable, no one takes responsibility for the thousands affected. No one makes the research count. The research is there. I am a 70 year old woman. I moved to what is a corrupt and frighteningly controlling town. Someone (most likely from a nearby mega-church) installed masers in the crawl space under my house in 2019. The system is used to track my movements in the house, punish me when I say something to my husband they do not approve of, etc. The system is damaging my central nervous system (I am developing the shakes in my hands/forearms), severely damaged my right breast, is erasing memory, has carved up my legs, and possibly other physical damage. The people involved in this in part attend the mega-church; I refused to attend that church. The FBI was called in due to two adult sons of the woman across the street who attends the mega-church trespassed onto my property and used electronics to determine what outbuilding I was in. My constitutional rights are being severely violated: freedom of speech, freedom of the press, the right to assemble, the right to no searches without a warrant (my house and property are broken into on a regular basis and I have experienced I believe between $20,000 and $30,000 in theft and vandalism). The KBI has also been involved - the masers once was vibrating one of my teeth to the point that I thought it would explode; I went to a hotel and checked in. I told the woman at the desk that I did not want my location given out under any circumstances, and she then got in a huff and moved my room to one that was immediately above a room that the KBI was in. I was exposed to microwaves from portable mazers all night in my room. The room was paid for on my husband's card. I read an article in the Kansas Reflector that young girls are now being surveilled. If they are being treated like this it will damage their sense of boldness and courage, reducing them to obedient nothings. Plus their cells are multiplying much faster than an adult's. I have read that the symptoms I am experiencing are typical of masers, plus masers are cancer-causing. The masers are operated remotely and also have some programmed patterns as well (I am a retired IT professional). This is equipment that was developed for use in places like Afgahnastan (I am sure that spelling is…

Studies show that the human body is genetically designed to resist radiation because of millennia of sunlight exposure. The concern should thus be discounted, as the regulations in place work. For example, "Studies that are global baselines for proving that radiation causes cancer famously revealed a 'surprising' finding that contradicts public perception: the vast majority of atomic bomb survivors did not develop radiation-induced cancer." At Los Alamos, the Demon Core accident, where critical mass was achieved, showed that even during critical-mass radiation exposure, the subject needed to be holding the core or within feet of it to die.

I have experienced symptoms that I identify as electromagnetic hypersensitivity (EHS) for approximately ten years. In the past, my condition was considerably more severe than it is today. I am currently doing much better, but this needs to be understood in the context of the way I have adapted my daily life to maintain very low exposure to electromagnetic fields. I try to live with minimal exposure in order to avoid returning to the severe condition I experienced previously. Maintaining this low-exposure baseline now allows me to tolerate occasional exposures, such as going to restaurants or traveling, generally with fewer consequences than in the past. In my experience, Wi-Fi exposure is associated with headaches and tension or pain in my neck and shoulders. When I hold or use a mobile phone or tablet, I experience tingling sensations in my hands. These symptoms occur during exposure and gradually decrease after the exposure ends. The time required for them to subside varies depending on the exposure. In the past, I lived in an apartment with a telecommunications antenna directly in front of it. While I lived there, my symptoms were persistent rather than occurring only during occasional exposures. At that time, I experienced headaches, neck and shoulder tension or pain, insomnia, fatigue, anxiety, and episodes involving symptoms that I now recognize as compatible with mast cell activation, although this had not been diagnosed at the time. This situation was one of the reasons I eventually decided to move. After moving and substantially reducing my everyday exposure, my improvement was slow and gradual, not immediate. Over time, however, I improved considerably. I continue to maintain a very low-exposure home environment. I believe this is important to mention because looking only at my current level of symptoms could give an incomplete picture: reducing exposure is part of how I organize my life in order to remain stable. I cannot establish from my personal experience alone that RF/EMF exposure caused my symptoms, nor can I prove that reducing exposure caused my improvement. What I can report is an approximately ten-year history in which I have repeatedly…

Less than a year after I got an iPhone 5, back in 2012, a fatty cyst developed on the inside of my elbow. Doctors had it ultrasounded, and the only information that procedure produced was "it is very deep." I asked them to just cut it open and they refused, saying they want to aspirate it. People I know who have had fatty cysts aspirated learn that aspirating only angers the cyst and it grows. And so, I am at a standstill with western medicine, as they won't cut it open without aspirating. It is now 2026, the cyst is still there, not getting any bigger or smaller. IF only I were able to NOT use an iPhone for a year, I do know that it would start to slowly dissolve. ALSO everyone I know has tinnitus, including me. Can we please, somehow, get away from WiFi to see if that is what we are hearing? "Oh no!" says the audiologist! "You have tinnitus!" I wish that I could get away from WiFi long enough to hear. I cannot prove anything without getting away from WiFi and the world won't allow me to get away from WiFi. I feel trapped. I really do.

Over the past 18 years, my personal exposure to EMF's from WIFI at home and even in hospitals, has caused my bi-cuspid heart to go into atrial fibrillation. I have eliminated WIFI in my personal home and live far away from phone towers. I have put graphite on my walls and ceilings and then painted over them, in my ground floor apartment. I am 80 years old, a Vietnam vet and am not on any medication. My heart does not go into A-fib, as long as I avoid exposure to EMFS. My I-phone is in another room and I feel blessed to have found the cause of my atrial fib. We need to study this now to have a baseline for the future generations. People over profit.

My comments are on an individual basis. I am a retired civil engineer and occupational and design safety advisor based in South Wales, UK. Question 3: I often feel slightly dizzy when in built-up areas. I also used to regularly feel both dizzy and slightly nauseous whilst at home. However, after I disabled Wi-fi at home – replaced with wired connections - and, more recently, changed my DECT telephone for a wired landline, my symptoms went. They did, however, return on one occasion but on investigation, I discovered that our DECT telephone had inadvertently been switched back on; after disabling it, my symptoms went again. Approximately 15 years ago, I raised health concerns regarding possible adverse health effects due to long-term exposure to EMF radiation when the office I worked in was fitted with multiple Wi-fi boasters. The advice I was given at that time was that it was safe. However, this reassurance did not quieten my concerns and I began to work from home more often in order to reduce my exposure. It is noted, with extreme concern, that in the last two years, an unusually high number of staff within the same office - all reasonable young and reasonable fit - have suffered from various cancers. Question 5: It is understood that the USA/FCC wireless radiation limit is some 25 times greater than that adopted in China and a hundred times greater than that adopted in Russia. In order to hopefully partly address this significant discrepancy, it is noted that a lawsuit was filed against the Federal Republic of Germany, as recent as 29 September 2026, demanding that the limits for mobile phone radiation, which have remained unchanged since their introduction in 1996, be reassessed and significantly tightened. Question 6: Over the last eight years, I have sent overwhelming evidence of harm from numerous peer-reviewed studies to numerous parties – including my local Council and planning authority, Members of the Senedd (Welsh Parliament), Ministers in the Welsh Government, Public Health Wales, UK Members of Parliament, the UK Health Security Agency, the media, and many others. But all of my concerns and evidence of harm have either been ignored or a stock…

Living with an intolerance to wireless technology (including the author) (*) An increasing number of people live with the difficulties incurred by intolerance to the radiofrequency electromagnetic fields (RF EMF) generated by wireless technology. This ubiquitous ‘Electrosmog’ surrounds us all on a daily basis. EMF expert Dr. Magda Havas estimates that 35% of the population now struggles with symptoms related to exposure to radiofrequency microwaves from wireless devices, such as wi-fi, smartphones, tablets, smartmeters, and mobile phone masts, with 3-10% of people being “hypersensitive” – termed Electrical Hypersensitivity, EHS. Symptoms include: fatigue, headache, insomnia, irritability, lack of concentration (brainfog), cardiac arrhythmias, tinnitus, low mood and other physical and neuropsychiatric effects (1). Historically, it was thought to be a type of Microwave Sickness (2). In addition to tinnitus, there can be unilateral, high frequency hearing loss on the side of mobile phone use (3). Mechanisms include effects on the blood and autonomic nervous system leading to enhanced sympathetic response and downgraded parasympathetic response (ie. ‘fight or flight’) (4) (5). The WHO radioprotection programme multi-national study on the effects of radiofrequency electromagnetic field exposure on cancer in laboratory animals revealed a high certainty of evidence for gliomas, malignant heart schwannomas, and moderate for lung carcinomas, phaeochromocytomas and hepatoblastomas (6). The WHO’s International Agency for Research on Cancer (IARC) designated EMFs a Class IIB carcinogen in 2011, but, following further evaluation, there is now sufficient evidence to reclassify it as a Class I carcinogen – ie similar to tobacco and asbestos (7). Although there exists an ICD-10 code (W90) for exposure to non-ionising radiofrequency radiation, the medical profession often appears unwilling to consider this as a possible environmental trigger for illness in their patients (8). One helpful clue is that patients have sometimes noted that their symptoms are associated with EMF exposure (eg using a mobile phone). They then feel well when away from the device but feel ill again on…

I am submitting this comment as a consumer concerned about long-term exposure to wireless radiation from phones, Wi-Fi routers, cell towers, and other connected devices.

I urge HHS to conduct a thorough, independent review of whether current exposure limits adequately protect public health. This review needs to consider those most heavily exposed and should examine potential effects beyond tissue heating, including evidence concerning cancer, reproductive health, and children’s development.

Please prioritize research that reflects how people actually encounter wireless radiation: repeated exposure over many years, often from multiple sources and devices used close to the body. Assessments should consider signal strength, pulse patterns, duration, and combined exposure.

Please consider Melnick and Moskowitz’s 2026 analysis of animal data, which argues that existing exposure limits may inadequately protect against cancer and reproductive harm (https://doi.org/10.1186/s12940-026-01288-6). I also ask HHS to evaluate Lai and Levitt’s review of exposure intensity, duration, and signal modulation (https://doi.org/10.1080/15368378.2022.2065683), and Scarato’s review of US regulatory gaps and proposed reforms (https://doi.org/10.3389/fpubh.2025.1677583). These papers warrant careful consideration alongside the broader evidence, including studies that have not found adverse effects.

I ask HHS to:

•Assess whether additional protections are needed for children, pregnant women, and other potentially vulnerable groups.

•Support long-term research with safeguards against industry conflicts of interest.

•Provide clear information about exposure and practical ways to reduce it, including wired alternatives in homes and schools.

•Recommend updated standards wherever the evidence shows that existing limits are insufficient.

Consumers should not have to navigate these questions alone. Please use this inquiry to advance transparent science, meaningful oversight, and public health protection.
