I am submitting this comment in response to HHS's Request for Information on Electromagnetic Fields (EMFs), Radiofrequency (RF) Radiation, and Wireless Radiation Exposure. I am responding on behalf of Nevada County for Safe Tech (NCST), a community advocacy group of residents in Nevada County, California. NCST formed in 2025 when our county began updating its ordinance for cell towers and wireless facilities. Hundreds of residents have since commented to our Planning Commission and Board of Supervisors. What we learned is that when residents raise health concerns about wireless facilities, no one in local government has the authority or expertise to answer them. What we have seen locally: • A resident near a tower activated in December 2025 reported headaches and insomnia beginning when the tower went live. The county had no way to require independent RF testing, and because the tower was approved under prior rules, no post-installation testing was required. • County staff acknowledged they lack the expertise to evaluate carrier RF compliance reports. A report can certify compliance without showing exposure levels at nearby homes. • Carrier predictive models can underestimate real-world exposure because of terrain, antenna orientation and multiple co-located transmitters. Consumer meters cannot measure 5G frequencies, so residents have no practical way to know their exposure. • Our county treats new small cells as a building-permit matter with no public notice. Residents may first learn of an antenna in front of their home when the crew arrives. • Elevated exposure is not only a ground-level issue. Arborists and maintenance workers can enter high-exposure zones at height. Federal law (47 U.S.C. § 332(c)(7)(B)(iv)) bars local governments from regulating wireless facilities on health grounds when they meet FCC limits, and the FCC is proposing to narrow local enforcement further. The FCC is not a health agency. Communities are left with health questions and no health authority responsible for answering them. We ask HHS to: 1. Develop independent field-measurement protocols that cover all frequencies in use, including 5G and 6G, measure cumulative exposure from…

I am someone who cannot be around wireless radiation. It gives me a headache and makes me feel unwell. Once I realized that I removed all wireless devices from my home and connected everything with ethernet cables. My symptoms went away immediately. I am not alone--I know other people who have had the exact same experience. The only reason this technology has been allowed to proliferate is because the telecommunication companies are making huge profits from it. It was rolled out before any long term studies were done on it. Studies showing that it causes neurological damage have been suppressed or ignored. It causes serious health effects for some people and this needs to be recognized. It's about time this industry be held accountable.

I am writing this in response to HHS’s Request for Information on Electromagnetic Fields (EMFs), Radiofrequency (RF) Radiation, and Wireless Radiation Exposure.

I appreciate that you provide individuals and families with an opportunity to be heard on this very important subject!

I have managed to keep my household low on EMF's (we don't have wireless wifi and don't use cell phones at home) and have therefore not suffered personally any adverse effects I have witnessed others suffer serious health problems from exposure to wireless radiation and therefore support HHS taking an active role in examining the potential health and environmental effects of wireless radiation. Questions about human health should be addressed by federal agencies with appropriate expertise in medicine, biology, epidemiology, and public health, and the experiences of individuals and families who report being affected should be considered alongside the scientific evidence.

I urge HHS to carefully evaluate these experiences and the scientific evidence, identify gaps in current research, give particular attention to children and other potentially vulnerable populations, and establish appropriate federal research priorities regarding wireless radiation and public health.

I am submitting this comment in response to HHS’s Request for Information on Electromagnetic Fields (EMFs), Radiofrequency (RF) Radiation, and Wireless Radiation Exposure. I am responding from the perspective of an EMF DISABLED patient, parent /my daughter is also EMF harmed, I am a healthcare professional-Family Nurse Practitioner of 42 years, and a researcher / author and Anti-EMF advocate, & concerned member of the public. I had to leave my medical clinic 5 years ago because the landlord put WiFi Routers above and next to my clinic. Then the local electric company EWEB put a SMART Meter on the building. I became light headed, headaches, nausea, my blood pressure spiked and I became unsteady on my feet with fuzzy thinking. I could no longer see patients in my medical practice. I moved my Nurse Practitioner clinic home and had to let go my 3 staff. This rather wrecked my finances. My home had a safe analog electric meter, and I had thrown out my cell phone and got wired modems and a $3,500 Power Perfect device on my electric system to take out all dirty electricity from the power lines coming into my house. That worked until the dread Eugene Water and Electric company forced me and everyone else in town to get a digital SMART METER ON THE HOUSE. Five ex-military “Security people” from EWEB appeared and 3 of them were in body armor with a taser on one hip and a pistol on the other and told me they were here to take your meter lady”. Fabulous intimidation, I was 74 years of age were they expecting I would wrestle them to the ground? The day they put the SMART meter on my home I immediately had high pitched buzzing in my head ,chest pain, my blood pressure spiked, headaches and I was unsteady on my feet. I could not stay in the home so I slept in a friend’s shed with no power. I called EWEB the next day to see if they could give me another type of meter. They sent another armed guard and a bucket truck out and told me I had to keep this meter that I had or they could cut the power at the pole…...So they cut my power on Sept 27, 2024 because I could not live in a house with a Smart meter and be EMF Disabled. I am responding from the perspective of a concerned member of the public.

Though I am one of the fortunate ones who is not electromagnetic sensitive, I advocted in front of the Loveland, CO, city council on behalf of residents of the "Artspace" building on 5th St. in downtown Loveland, who suffered and are still suffering greatly from the effects of a 5G base station placed on the roof of their building. People in the building got extremely sick and a number of them moved out. A woman right below the tower, developed cancer. Pets died. Neither the city, nor the building owner, refused to do anything about it. Fortunately, the ones who moved out recovered. Since it is a low-income building, many just did or do not have the means to move out and remain there suffering. Wireless radiation, especially 5G, does not align with the natural electromagnetic rate of the human body, therefore is just plain dangerous. I have taken a stand against this technology and gave up my cellphone in 2020. Unfortunately, the world we live in is built on wireless technology to a good extent right now, so we need the support of HHS and the FCC desperately.

I support HHS taking an active role in examining the potential health and environmental effects of wireless radiation. Questions about human health should be addressed by federal agencies with appropriate expertise in medicine, biology, epidemiology, and public health, and the experiences of individuals and families who report being affected should be considered alongside the scientific evidence.

Wireless radiation gives me headaches. Too much radiation within a building, such as from many people gathered, all of whom are carrying cell phones, will give me a headache. Going too close to certain cell towers gives me a headache. Sometimes the headache lasts all day. Sometimes the headache is relieved by the practice of grounding, putting my bare feet on the earth or on concrete. If I don't encounter radiation, I don't commonly get any headaches. It is hard for me to go into big cities, as it is hard to avoid cell towers there.

i am writing in regards to my own complaint and concern about wireless radiation. I experience intermittent pain in my wrist and hand while holding and using my cell phone. I have owned multiple different cell phone and used different carriers and this has been an ongoing problem for over ten years. This is clearly abnormal and I do not feel good about using an object that causes pain, however I feel I have been pushed, along with our entire society, into using technology that I do not believe is safe or beneficial to human biology.

I would really be happy if an honest study and report by the HHS would be done on the effects of EMF, Radiofrequency Radiation and Wireless Radiation on human life. I feel that human life needs to be protected from damaging technologies. I believe that phone and cell tower industries are more interested in monetary profit than the effects of the technologies on human life, especially babies, pregnant mothers and children. May the HHS please place people over profits.

First, I want to thank you for asking the important health questions of our time! Yes, I believe that wireless radiation exposure has significantly shrunk my testicles. They used to really be quite heavy and I was getting at least, oh I don't know, three or four inches of sack sag but now the skin is consistently quite tight. I've tried weighing them on my kitchen scale but the old ball and chain is not too fond when I try but I'd guess at least an ounce. I'm not sure if this is a decrease in sperm though I have not been blessed with children yet - likely due to the radiation!

Again, thank you so much for looking into this and MABBA (Make American Balls Big Again)

This is my comment in response to HHS’s Request for Information on Electromagnetic Fields (EMFs), Radiofrequency (RF) Radiation, and Wireless Radiation Exposure.

I am just a citizen, trying to minimize my exposure to harmful radiation, so I'm no expert.

We already are exposed to wireless radiation in our homes, our cars, our phones when we're even walking down the street.

We need questions about our health to be addressed by agencies with expertise in fields like medicine, biology, epidemiology, and public health.

The experiences of citizens who report being affected should be taken seriously.

I hope HHS will carefully evaluate these experiences and the scientific evidence, identify gaps in current research, with special attention given to children and other potentially vulnerable populations, and establish appropriate federal research priorities regarding wireless radiation and public health.

Thank you for providing individuals and families with an opportunity to be heard.

Beginning is Spring of 2014, I started having some major problems with my health. This included low energy and inability to sleep at night, dry eyes or burning eyes for no reason, vertigo on changing positions, dizziness, racing thoughts, forgetfulness, waking up hot and sweaty, but had gone through menopause 10 years previously, depression, IBS and diarrhea, skin pigmentation blotchy face and arms, ih have roleux blood which clumps up when I am over exposed, heart palpitations or crushing pain which I finally had to have a pacemaker installed in 2019 and in that area and 24/7 tinnitus. I passed out on a few occasions, twice at home, once at a bank in which the banker said my eyes rolled. I passed out again on July 10th and ended up in emergency leaving with a heart monitor to wear for a month. I started to see Karen von Merveldt-Guevara, a German MD due to no real cure from my emergency visit. Testing was completed and I was suffering from copper overload, and it was toxicity levels and adrenal fatigue. I visited the dentist due to heavy metal toxicity and removed old fillings due to their amalgam silver and mercury laden fillings leaching into my blood stream. We had just had a Smart Meter installed on our house which also had solar array on the roof. It had an inverter, but it was determined that it needed a filter which was installed on the house on the recommendation of the building biologist who actually conducted an inspection. I was living 3 blocks from stealth cell tower on top of the fire house and the suspicion that radio frequencies from this combination was making me totally disabled. We installed a silver lined protection over the bed while sleeping at night, but the fear of living in this space made us move. We moved out of the state of Arizona due to the inablilty to keep an analog meter on our house. We moved to Oregon where we found a house with the standard analog meter and I was 1.5 miles from the nearest cell tower and did well until, again a utility company demanded that we install another Smart Meter on the home. Again, we chose to move out of this utility company's control and live elsewhere. This has been the pattern now for 12 years.…

The Honey Bee says: STOP 5G - 5th Generation Wireless Technology

Headline News

The harmful effects of EMFs on nature are scientifically based and have been under-reported for over a decade. Here are just a few facts most people would like to know.

• Technology is quite literally destroying nature. . . with electromagnetic radiation from power lines and cell towers. . . 5G could increase threat. Newsweek, 2018

• 180 scientists and doctors from 35 countries have signed a recommendation for a 5G moratorium.

• 5G increases body temperature of insects. Pro Natura, 2019

• A $30 million US National Toxicology Program (NTP) study in 2018 found “clear evidence” that cell phone radiation is linked to cancer.

• . . . unprecedented exposure interferes with the natural functioning of humans, animals, and plants.

Dr. Ulrich Warnke: Bees and Mankind: Destroying Nature by ‘Electrosmog’, 2009

• “Birds disappearing mysteriously. . . bees under threat.

. . . increasing evidence EMF pollution such as cell towers,

cell phones, cordless phones and wifi is a factor.”

Dr. Andrew Goldsworthy, 2009 The Birds, the Bees and EMF Pollution

• EMFs can cause cancer.

(Hardell and Carlberg, 2018) (Soffritti, 2016) (Peleg, 2018)

• Electromagnetic Fields A ‘Credible Threat’ To Wildlife Joel M. Moskowitz, Ph.D., Principia Scientific International, 2018

• “Due to electromagnetic smog, honeybees are often unable to

return to their hives (Harst et al., 2006; Favre, 2011; Sharma & Kumar 2010; Sahib, 2011),

the resulting massive loss of workers thenleads to a colony collapse (e.g. Harst et al. 2006; Sharma a nd Kumar 2010), which is why electromagnetic radiation has been suggested as one

potential cause of colony collapse disorder (CCD) (e.g. Warnke 2009; Sahib 2011)”

Journal of Insect Conservation (Lázaro et al, 2016)

• Radiation impacts on wild birds documented nest abandonment, plumage deterioration and death. Lab studies of chick embryos documented heart attacks and death. (Al Manville PhD USFWS, 2016)

• EMFs evoke aversive behavior,

developmental anomalies and mortality in studied animal groups.
