I am submitting this comment in response to HHS’s Request for Information on Electromagnetic Fields (EMFs), Radiofrequency (RF) Radiation, and Wireless Radiation Exposure.

I am responding from the perspective of a healthcare professional and personal experience (patient).

As a health professional, I am aware that the FCC rules do not take into account the current research regarding health impacts of currently used frequency bands and intensities of exposure. The rules were set up when there was minimal research, and frequency bands used were much fewer G’s. Also, general exposure was much less 2 or 3 decades ago. The current exposure levels were unimagined several decades ago. It is well past time the health impacts be studied and FCC rules be adjusted appropriately to well done research.

Community input is also very essential for siting of towers. The local folks are the ones that are living with the exposure, and it is important they be given a say. They are generally not compensated for the presence of a tower/exposure, unless they are hosting the tower. It is not uncommon for a tower ‘host’ to not be living in the host location.

Personally, I have had to make significant educational and tool expenditures to mitigate EMF exposure effects in my home environment. Multiple migraines per day arrived with a new EMF exposure, along with a notable decline in cognitive function, memory, and capacity to meet complexities of daily life with aplomb.

I support HHS taking an active role in examining the potential health and environmental effects of wireless radiation. Questions about human health should be addressed by federal agencies with appropriate expertise in medicine, biology, epidemiology, and public health, and the experiences of individuals and families who report being affected should be considered alongside the scientific evidence.

I urge HHS to carefully evaluate these experiences and the scientific evidence, identify gaps in current research, give particular attention to children and other potentially vulnerable populations, and establish appropriate federal research priorities regarding wireless radiation and public health.

I was a small business owner/community organizer whose business was targeted and shut down by the FDA for the sale of all natural herbal products (no extracts or synthetics) several years back. My staff and I coordinated a community protest which attracted the attention of several major AP news outlets which showed favorable coverage for what our community leaders (including veterans and chronic condition sufferers) had to share which ultimately led to the overturning of the citywide ban (and a year later a nationwide DEA ban was overturned). Less than 6 months after this ban was overturned I began to experience issues with my electronic devices (around the time when the Pegasus cell phone hacking software was leaked into the US black market) which originally targeted my e-mails and locked me out of several of my accounts (Facebook, G-mail) & was persistent in distracting me from being present at my business. I reported the incident and spent dozens of hours at various customer services repair locations receiving the runaround (whom at that time did not acknowledge the Pegasus virus and said that such an attack was impossible on their platforms which was later proven to be false around that time). As a person in the public spotlight whom had caught the negative attention of powerful people potentially either in Big Pharma or elsewhere I believe that I was a target after the major national news publications and coverage which my name was featured involving this controversial issue. By the end of the following year I began experiencing audible & tactile hallucinations after what I believe to be a coordinated attack that was induced by the stress of the situations, the uncertainty of what was going on with my devices at the time and most importantly worsened and influenced by the remote access into my personal devices. My hallucinations persist to this day (even after being completely sober off of all medicines and even herbals for several years before getting psychiatric treatment with some prescribed medication). I have electromagnetic hypersensitivity. Being exposed to cell towers and smart meters causes an electrical current/buzzing feeling running through my body. LED lights also cause me health issues. I can't drive at night at all and only when absolutely necessary during the day because of LED street lights and headlights. They give me migraines and cause extreme pain in my eyes. I have to wear sunglasses and keep my eyes closed if I am in a car as a passenger at night which is only when absolutely necessary.

I have had 4 LED street lights in close proximity to my home for 2 years now since 

the electric company came and changed the HPS lights to LED.  Because of the electromagnetic hypersensitivity, when the LED streetlights are on I feel an electrical current/buzzing running through my body while INSIDE my home. 

I suffer from debilitating migraine headaches brought on by these LED lights even 

when I am inside my home.  I am also confined to my home after dark because of them and even before as they come on at 

least an hour before it is dark. I can't even look out my window when they are on because if I happen

 to look the wrong way and catch a glimpse of them, I will get a migraine. 

LED lights have detrimental effects on humans, insects and all wildlife. It is 

no different than poisoning all of the citizens and wildlife. Why would ANY city allow this 

to happen let alone do this to their citizens?

I have personally been affected by the increase of cell towers and wireless technology negatively. A lot of the time I feel like my breaths are shallow and difficult and many times I feel my concentration is poor after exposure. It affects my sleep negatively as well. I usually take extra precautions such as unplugging the internet at night and taking supplements to calm my nervous system so I can fall asleep more easily. Whenever I use my phone to access the internet, I am more irritable afterwards. I notice when my children are using wireless technology they also become more irritable and not as focused. There are studies that show wireless technology negatively affects the developing brain. It is also known to cause cancer. If we want thriving children in our future then we need to address this issue. I believe more education to the public can provide awareness so parents can make an informed decision. Knowledge on how to mitigate or avoid negative side effects would also be helpful.

I am 74 yrs old and live in a retirement community. It's pretty sad when the government agencies that are supposed to protect us grant permission for towers to be built next to homes, schools and businesses without doing their research as to whether they will negatively affect us. I personally have experienced headaches, my neighbors have also had health issues, but because we're senior citizens we are ignored because they feel we get sick anyway, so why worry about wireless radiation, they're going to die anyway. The people running for office don't talk about the towers, probably because they can't do anything about it, I sincerely hope HHS can do something, that they will not look the other way, but actually do something. There are towers everywhere, this must be stopped. I don't know the dates the towers near us were put there, first one, then another, and before you know it, hundreds are everywhere.

Hello - I’m not sure that you will really see this but this experience changed my life even up until today. I woke up at my house the second Sunday in November 2017 and there was a loud humming. It was more of a vibration. I downloaded an app that captured decibels and it was not present so then I downloaded an app that captured Hertzs and it is the equivalent of a motorcycle or Bass coming through a wall. I live in a semi rural area that is free from city noises, etc.I have googled “the hum “ and what I am experiencing seems to line up with “the hum”. Unfortunately, this has changed my life in so many ways. Almost impossible to concentrate or read. I used to find myself blinking out of a daze due to this aweful “hum”. It began almost 10 years ago and I’m accustomed to it now. I don’t get lost in it anymore but it requires constant awareness, so there’s no rest and unfortunately, it destroyed my ability to concentrate or have quiet. I have done a little bit of research and it appears that my house is within a triangle of cell towers. I think for whatever reason the triangulation of these waves has affected the atmosphere around my house. Sometimes large flocks of birds seem to get lost in the sky above my house, and they start flying in odd, discombobulated circles. It’s almost like they’re caught in a riptide. It bothers me very much to see this phenomenon. I know that they are struggling and that something is wrong in the atmosphere around my home

I am one of the growing number of people who has had my life disrupted from wireless devices, even though these common devices meet the current FCC guidelines. I became ill in 2012 when a smart meter was installed on my home with no notification of dangers to my health. I became ill with a condition known as Electromagnetic Sensitivity, which sounds mild enough, but has been a devastating life change. I have been misled by the US government, the FCC, and the wireless industry who state that the radiation that made me ill is safe. It is unusual to recover from this condition once one has become seriously ill as I have. When I am exposed to radiation from wireless sources such as cell phones, wi-fi, cell towers, wireless smart meters, and other wireless devices, I experience adverse health effects including headache, nausea, dizziness, exhaustion just from brief exposures. Brief exposures take three days or more to recover from. If the exposure is longer, even at very low levels of radio frequency radiation, recovery can take three to six months during which I am too ill to risk leaving my house. Longer exposures cause a headache which does not resolve for months, prolonged dizziness and profound exhaustion along with skin rashes, insomnia, systemic edema, metal confusion and difficulty concentrating, stomach and joint pain, and irritability among other symptoms. Recovery is slow and partial, it does not return me to health, just a more functional level of existence. Before the effects on my life from developing wireless radiation sickness I enjoyed an active social and creative life. I painted and exhibited my work in galleries. I enjoyed social dancing and was taking five dance classes a week learning tango and salsa that I drove an hour away from home for. These activities are no long possible. Once the smart meter was installed I became so seriously ill that I could barely care for myself and repeatedly requested that the utility company remove the meter. I was diagnosed with Electromagnetic Hypersensitivity, but my doctor's letter was ignored by Edison. Finally, nine months later an analogue meter was installed and I assumed I would get well. I am responding from the perspective of a parent and health care professional (occupational therapist). I personally experience increased pain in my ear if I hold my cell phone to my ear when speaking on it. While this is not a severe reaction, and one I can mitigate by not holding the phone to my head when speaking on it, I believe my experience is shared by many and that it is a symptom of some degree of immediate harm being caused by exposure to this type of wireless electro-magnetic radiation. I am very concerned about the effect of modern man-made EMF's on children's brains, which are less protected by their immature skulls.

There is a cell tower between my local library and an elementary school. The proximity to the school is most concerning to me. Children's skulls are thinner and their bodies are more sensitive to all kinds of hazards (radiation, chemicals, pollution, etc). Children should be protected. The city this cell tower is in is Cottonwood Heights, UT.

PLEASE make it illegal for school grounds to have cell towers. Several schools in my area have cell towers and I can't imagine how dangerous this is for kids.
