To whom this may concern,

When considering the impact of EMF not only on the environment but on human physiology with regard to known cases of wifi sensitivity, I would first consider if said frequencies have an impact during human growth and development on the human brain in vivo or on the foetus. This information garnered with the least invasive method would probably be found in areas with high EMF saturation in comparison to low saturation as well other places where there is a higher population density with lower emissions standards on communication devices(e.g. India, developing nations).

Also, a cross reference of brain scans and other data collected on bodily function pre-dating the introduction of certain EMF (e.g. 1920's to 1970's 1970's to pre-2000) and handheld technologies (cell phones, cellphone based applications) with a note to the size or shape of the Amygdala, Pre-frontal cortex, and Visual cortex if suspected frequencies/technologies may have impacted human behavior or memory not withholding the solar maximum and lunar cycle as variables due to possible synergism.

Newer technologies capable of mapping the current level of saturation and providing heatmaps to attest to if said EMF radiation's propagation have or would ever pose a detriment to life beyond a certain threshhold; specifically, cellsites and surrounding areas with special consideration to the experimental EMF auctioned off during the Coronavirus by the FCC.

Moving forward understanding if and when the threshhold of saturation would reach a danger to human or other life on Earth would seem to me to be immediate issue. A proposed idea is a device somewhat like a giegercounter/wifi analyzer connected to a drone with a program possibly pythonic capable of mapping time, date, altitude, geolocation, and EMF levels.

These surveys then Federally mandated as requirements to Telephone Service and Internet Service providers similar to carbon emission standards in the Automotive industry. This may be a non-sequitur seeing as the current and projected electro-magnetic frequency spectrum saturation on our planet could be deemed non-hazardous at any level but so Science goes as they say.

Please be prudent. Don't continue to allow the public to be exposed to EMFs. I was in a documented pesticide accident (with a toxicology report proving what happened). At the time, the product was used according to the label, yet I had permanent damage as a result. I'm somewhat sensitive to EMFs.

Please take the scientific approach. Please don't dismiss anecdotal symptoms.

I know for a fact that Electro magnetic radiation from high tension wires near humans causes cancer tumors birth defects and many other problems in humans. I am 64 years old and remember either 60 minutes or another exposé TV show years ago in my youth showed how much radiation is in the air and they discussed how the federal government and the electric companies knew about the harm it can do and kept this secret for years. When I was around 30 I went to a buddy's house by a high tension wire next to his home. I began to tell him with a bunch of guys in his shed in the back of his house were he had a keg next to his motocross bike that the tension wires had high electro magnetic radiation that's not good for humans as was told on TV and the government and electric companies have covered it up for years. I told him about how the TV showed you can SHOW how much radiation is in the air by the TV show example how THEY showed the radiation by using an 8 foot flourescent light bulb tube and simply walked out in the field under the power lines and held it up to the sky at night and it lit up! I told my friend about this and asked if he had a flourescent bulb and sure enough, he pointed above us in his shed we were in. Myself and about 8 other guys all witness to this walked out into the field right next to his house and as I held the light tube horizontal to the ground one of my friends from Dundalk, Maryland, Gary, who I still speak with today said, "OH man I can see it starting to light up already!" It was very dimly lit. I said to him, "WAIT till you see what happens when I hold it towards the sky!" As every one gathered in the field, I said "Ready!? WATCH THIS SHIT!" I raised my hand with the 8 foot tube to the sky like Luke Skywalker holding a light sabre and sure enough, the bulb lit up in my hand and everyone was shocked! I explained what the TV show stated that I had learned. The electro magnetic radiation in the air was lighting the bulb! I had no idea but my friend who owned the house later would tell me, he went to his wife the next day and said, "WE'RE SELLING THE HOUSE! WE'RE MOVING!!!" I support HHS taking an active role in examining the potential health and environmental effects of wireless radiation. Questions about human health should be addressed by federal agencies with appropriate expertise in medicine, biology, epidemiology, and public health, and the experiences of individuals and families who report being affected should be considered alongside the scientific evidence.

I urge HHS to carefully evaluate these experiences and the scientific evidence, identify gaps in current research, give particular attention to children and other potentially vulnerable populations, and establish appropriate federal research priorities regarding wireless radiation and public health.

I use technology every day and I am not afraid of it. I am submitting this comment because I believe we can use it in healthier ways, and on behalf of the many people I have spoken with who share my experience (but will not comment). MY EXPERIENCE I have learned the distinct effects of each EMF issue: wireless signals, dirty electricity and magnetic fields. Wireless: Around 5G networks and crowds of 5G phones, I feel stress and tightness in my chest and it becomes harder to breathe. The longer I stay, the worse I feel. In town I feel foggy, unmotivated and low, and I rely on caffeine to get through the day. In nature I feel lighter, clear-headed and motivated. Dirty electricity: Electrical noise on household wiring from AC/DC power adapters affects me much like 5G. It causes stress in my body and weakens me over time. Magnetic fields: During Florida summers, when air-conditioning load on the grid is highest, I feel a heavy drag on my body that weakens me. It eases noticeably in the fall when demand drops. I feel my best when I keep my phone on airplane mode and only turn it on to 4G when needed, plug my computer and phone into ethernet whenever possible, and use wired satellite internet when traveling. I disabled 5G because it causes a distinct feeling of stress in my body. If I allow that frequency to be on for an extended period of time, I become numb to that initial sensation and my cognitive abilities diminish. I have moved outside of town. This has a real cost: my daughter wants to live in town for access to school and culture, and that conflict strains our whole family. I understand the science on symptoms like mine is not settled. That is why I respectfully ask HHS to consider the following. RECOMMENDATIONS 1. Test before deployment. 18. Additional info: Thank you for taking Comments on this important health issue. People, trees, plants, animals, and insects (esp. bees), all show negative biological effects when exposed to EMF. A good amount of people have sensitivity and experience negative health effects immediately, or faster and with greater intensity, than others. They post about their symptoms online and try to move away from the damaging energy source if they can. Many shielding and grounding products have appeared in the marketplace to help meet this need. Some people have also experienced weaponized EMF/microwave/directed energy attacks intended to harm the target biologically and mentally. This is HAVANA SYNDROME/ DEBE (directed energy biological effects). There are many news stories and posts on social media about this with people crying out for help. (There are many Comments on this database by these people as well.) I know some of these people and experience it myself as a civilian. It is a silent global epidemic which includes children and senior citizens. Victims of this Weaponization can’t move away from the damaging energy source because the targeted attacks follow them. Also, the levels of intensity for these attacks expose victims to more destructive effects including damaging the brain and vital organs (heart, GI, etc), hastening deterioration and death. There are currently no products available in the marketplace offering protection from Havana Syndrome/DEBE. This is an unmet need. Research indicates the attacks use cell towers and satellites which can track an individual anywhere on Earth. They may also incorporate evolving AI, drone, and “nano-“ technology. Disturbingly, the US has no current means for innocent Americans to get help. THIS MUST CHANGE WITH HHS HELP. Rep Ana Paulina Luna’s recent Congressional hearing reported that MKULTRA NEVER ENDED. My friend had to quit her job as a teacher because of the effects of RF. She missed out last weekend on a dear friend's wedding because she can't be around everyone having a cell phone on. Had a party at my house. Everyone turned off their cells except one person (we needed it for something on the television. She immediately got a headache and had to leave.

We need Health and Human Services to protect health and humans more than it protects telecommunications companies. It's OK for regulations on wireless radiation levels to be inconvenient for these companies; they will still build their towers, but the citizens of a town and the families at a school and the homeowners in a neighborhood should be protected from excessive radiation levels that impact vulnerable communities. The radiation limits should be designed to protect human health, not to maximise industry profits. Please bring the science to forefront in demanding reasonable radiation limits to protect vulnerable populations, and please support medical practitioners in recommending safe use of wirless technology.

Summary: exposure standards and studies describe the source (power, frequency, distance, duration) but not two factors that, according to our measurements, determine the effect on the human biological system: the location at which the device and the person are situated, and the shape of the device, the building and the objects around them, including power line pylons. Two uncontrolled variables of this kind would explain why studies in this field do not replicate. We recommend that location and shape be recorded as controlled variables in future research, and we offer to take part in a blinded trial whose design is a matter of agreement.

Declaration of Toby Stover Toby Stover declares under penalty of perjury the following: 1. I live in Ulster County, New York. 2. I never gave consent, nor do I consent today, to continuous, involuntary exposure of pulsed modulated, biologically active electrical and radio frequency / microwave (RF/MW) radiation emitted into my home or on my property. 3. I was perfectly healthy, living in my home for many years with an analog electric utility meter but was made ill by the electrical and pulsed modulated RF/MW radiation coming from a “smart” digital electric utility meter which was installed on my property without my consent. 4. After having a grid-tied solar system installed on my home, Central Hudson Electric Company switched my mechanical analog meter to a “smart” electric utility meter without my knowledge. A number of weeks later, I became extremely ill and discovered that the company had switched out my meter. I contacted the electric company demanding that they remove the “smart” meter and return an analog meter. I was told by Central Hudson that the solar array would not work without a “smart” utility meter. After researching this, I discovered that solar arrays work perfectly well with analog meters but Central Hudson still refused to remove the “smart” meter. Since I was unable to live with the continuous pulsation of the smart meter I was left with the decision to either have to leave my home of 35 years or cut the electric line to the smart meter. I chose to cut the wire rather than be sickened in my home as I had no means to move. As a single woman in her 60’s, I was living without electricity for 9 months through the winter, using a wood cook stove and candles. I had to store food in a cooler and buy ice to keep it fresh. Finally I hired an electrician to disconnect my wiring to the “smart” meter & re-connect my home wiring to an analog meter which was on my barn. I was then able to use electricity in my home again. 5. However, having been injured by weeks of exposure to RF/MW pulsed radiation, many years later, I am still unable to go into buildings that are using smart meters or wifi. I am responding from the perspective of a family and an individual.

As the infrastructure of cell towers increased within my city and neighborhood, my husband and I have been having ear ringing problems that affects our sleep, headaches, equilibrium, balance and overall health. We notice as a family when we are away from cell towers we do not hear the ringing and sleep better.

This FIRST PART of my submission contributes to the HHS document, "Request for Information on Electromagnetic Fields (EMFs), Radiofrequency (RF) Radiation, and Wireless Radiation Exposure: portion stating "identify research gaps and priority areas for future study," I have identified a mechanism of adaptation to RF exposure in living organisms which are genetically capable of making cholesterol inside their bodies (mammals, birds, and?) that I would describe as a "priority area for future study": HYPOTHESIS: Our bodies deposit extra cholesterol into our cell membranes to make them stiffer and more resistant to RF penetration. This works until cell membrane permeability is sufficiently impeded that nutrients cannot get into cells and wastes cannot get out of cells. At that point, the organism, i.e. person, "gets sick" with miserable symptoms, causes of which show on no medical diagnostic test. The syndrome is then pronounced "psychosomatic", psychoactive drugs are prescribed that only make the situation worse, the victim is abandoned, until death. METHODS: One way "science" could investigate this would be to biopsy skin of people with differing cumulative and ongoing RF exposures to compare differences in cellular cholesterol content between those with lowest exposure to those with highest exposures. The biggest problem I see with this, is finding people like me with low cumulative exposures. TREATMENT: As for reduction in cell membrane cholesterol content over time, the frequency 2770 Hz (using a positive offset square wave) appears to dissolve cholesterol. Soy bean lecithin in soy bean oil also dissolves cholesterol well; sunflower lecithin in sunflower oil seems to have a lesser effect. Dissolution OF cholesterol must be performed slowly because pathogens and toxins are likely to contaminate the cholesterol. Of course, if RF exposure remains high, the body will redeposit cholesterol into cell membranes as continuing defense. Duh. Of course, even if "science" would confirm this hypothesis, Big Telecom and the military would either ignore it, censor it, debunk it by pretending to duplicate it to deliberately fail from bad study design, or by discarding…

I respectfully submit my attached public comment in response to the Department of Health and Human Services Request for Information on Electromagnetic Fields (EMFs), Radiofrequency (RF) Radiation, and Wireless Radiation Exposure.

My submission includes firsthand RF field measurements and observations from Connecticut, photographic exhibits, historical scientific references, and recommendations concerning cumulative RF exposure assessments before new wireless infrastructure is approved.

I particularly request that HHS investigate cumulative exposures near residences, wireless utility meter banks, electromagnetic exposures inside automobiles, and potential interactions with other environmental stressors.

My primary recommendation is for transparent, independently verified cumulative RF exposure assessments before additional transmitting equipment is authorized, followed by post-installation verification and clearly assigned monitoring responsibility.

Thank you for allowing me to give input on electromagnetic field (EMF) exposure and human health. Numbers related to questions are provided. (2) I am an individual consumer. (3) I am a retired Navy Journalist. I served as a broadcast journalist and was stationed overseas in the 80’s and 90’s. I lived and worked next to broadcast satellite dishes, air stations, ship radar systems and worked with various other unique technologies throughout my career. I served as a Web Manager for an Army headquarter command for about a decade and was a huge fan of using and learning technology until suddenly, I could not tolerate exposure. (a, b, c) I am affected by radiofrequency (RF) radiation and pulse-modulated RF radiation. Cell phones, DECT phones, wearables or anything that I touch will cause an immediate reaction (burning, skin redness, pain, headache, high frequency sound, heart palpitations, dizziness, hair standing up on arms, impaired vision etc). A downward spiraling of symptoms will follow depending on strength of signal and amount of time exposed to include muscle pain, brain fog, insomnia, fatigue, weakness, and irritability. I can feel and must take action to move away from someone that is using a cell phone within 5 feet of me and I am affected at a slower and more generalized frequency and degree if I am in the vicinity of wireless frequencies (sitting in a doctor’s office, inside a store etc). It takes hours to recuperate depending on strength of signal and duration of exposure. It makes the most sense that I have long-term cumulative exposure but honestly, I do not know. (d) I suddenly became unable to tolerate even short-term exposures after an injury to my spine and nerves after a drunk driver hit me from behind while sitting at a red light in 2007. It took years to understand what was happening. I had irregular symptoms that doctors did not recognize and had never seen. Posting for a Friend that wishes to remain anonymous. We'll call the person Jade. Here is Jade's Story: I was comfortable and healthy. In 2010, when my area switched from analog to radio utility meters (aka "SMART" meters), and T.V.s were switched form analog to digital, I went from feeling comfortable in my bedroom and in the world, to very uncomfortable. It took a while to figure out what was going on. I met others that were suffering and felt great dis-ease with this technology. Also more towers and antennas were added to the hill outside my bedroom window. I learned that by turning off or unplugging electronics, I felt well again. Also re moving myself to a healthy location, I immediately felt well again. This horror/toxic trespass has changed my life. Can you imagine how difficult it can be to find a safe and healthy place to live and to work? I did a count of 100 people in my everyday life. It turns out 20% of them felt ill around this technology, ie. man-made, toxic non-ionizing radiation. I figured that probably about 2x as many (40%) are not feeling well around it. They were just not aware of the symptoms of radio poisoning. Not connecting the dots. I later read that scientists that had studied the matter came up with the same results (40% of the population suffering in an obvious way)! We have over 50,000 published peer-reviewed studies showing harm from these non-native emfs, including pollinator collapse, childhood leukemia, and cancerous tumors, ill health of insects and animals and plants, problems affecting the brain, the heart, the blood, the DNA, due to this technology. It is the fiduciary responsibility of the government to protect the health, welfare and safety of the people. A Swedish oncologist, in the early 1900's, wisely said that Anything that is harmful to one living cell is harmful to all living cells. I think this is true. Never put tracking devices on insects or animals! These days my symptoms around too much radio/microwave frequency include: stress, fatigue, pain in the ears and head, feeling frazzled, heart palpitations and general discomfort. The message is not no technology but safe technology.

Out- dated government guidelines do not reflect the current science, so manufacturersare still allowed to sell products and install wireless infrastructure that emits toxic levels of microwave radiation.

Adults, children, pets ,pollinators, trees and plants are suffering from cell towers, small cell antennas , utility smart meters and our own cell phones, routers, tablets, laptops, wearables, baby monitors, gaming systems, appliances,and other wireless devices.
