Comment of the Coalition of Mothers, Rebekah Ricks, President and Co-Founder, Winter Haven, Florida, in Docket HHS-OASH-2026-0397. Our letter is attached. It responds to Questions 9 and 15(a) as numbered in the notice.

Florida shows the gap. Florida now generally bars elementary and middle school students from using their own wireless devices during the school day (s. 1006.07(2)(f), Fla. Stat., as amended by Ch. 2025-109, Laws of Fla.). Our state has decided that a child's phone at school is a question of public policy. Yet the district's own wireless access points, which transmit whether or not a child's phone is off, are not addressed. We searched chapters 1001 through 1013 of the Florida Statutes and chapter 6A of the Florida Administrative Code and found no requirement that a district tell parents what wireless equipment operates in their child's classroom. A Florida mother can learn the school's rule on her child's phone. She cannot learn what is installed above her child's desk.

Question 9. We ask the Department to recommend a short notice that schools and licensed child care providers post for parents, listing the wireless equipment in each classroom, when it operates, whether a wired option exists, and whom to call with questions. Disclosure makes no health finding. It treats parents as the decision-makers they already are in every other part of school life.

Question 15(a). No federal agency publishes the number of transmitters within a defined distance of a school or licensed child care facility, and no federal agency has measured RF levels in an occupied American classroom. We ask the Department to make both a research priority, and to give particular attention to rooms serving the youngest children.

We support the fuller comment filed in this docket by Protection of the Educational Rights of Kids (PERK), which addresses the remaining questions with primary-source citations.

I spent a long time wondering whether it was even worth writing anything, given that it is well known that electromagnetic waves are harmful not only to humans but also to animals, insects, and the natural world—they are lethal to us all. We are destroying everything that surrounds us. Nevertheless, I want to highlight how our health and lives are being ruined. For the past six years, I have lived 40 feet away from a cell tower. It was erected despite legal regulations prohibiting it—but such rules pose no obstacle for brazen corporations. What is it like to live near a cell tower? My older son had to flee our home after three years because he was suffocating and unable to breathe. Whenever he left for school, he felt perfectly fine; but whenever he returned home for the holidays or breaks, the nightmare would begin—to such an extent that he had to leave the family home for good, as his breathing attacks were so severe they became life-threatening. Two years later, my younger son began suffering from such intense suffocation that he had to leave the house at night just to save his life. Today, even though he is still a minor, he no longer lives with his parents, because our home poses a direct threat to his health and life. Why this conclusion? Because for the past four years, every time he left the house, he experienced immense relief—the breathing attacks would simply not occur whenever he was away from home or our own yard. He had to move out to save his life. We, his parents, tried to hold on for quite a long time—we loved our home and this place too much to simply leave—but today, we too are fleeing; the impact of the waves has become so unbearable that we can no longer function. As for me—the person writing this—my kidneys, liver, and pancreas have all failed. The headaches are so severe that they offer no respite, neither by day nor by night. And it’s not just my family’s life that has been destroyed. We live in a protected area—designated "conservation land"—yet that didn't stop criminals from a telecommunications company, in collusion with city officials, from cutting down dozens of trees to erect a tower. The tower quickly began killing the young…

I am submitting as an individual with several years of hands-on radiofrequency field-measurement experience in Flushing, Queens, New York City. I respond to Questions 2, 7, and 8. Q2 — Perspective: I am a citizen measurer, not a clinician, researcher, or industry professional. Everything below comes from my own field measurements with a handheld GQ EMF-390 multi-field meter (manufacturer-stated RF range 10 MHz–10 GHz, three-axis sensor, peak-hold on), not from peer-reviewed research. I make no claims about health effects; my contribution is measurement methodology and real-world observation. Q7 — How real-world exposure is measured in practice: I measure with a handheld GQ EMF-390 multi-field meter (manufacturer-stated RF range 10 MHz–10 GHz, three-axis sensor), peak-hold on. Across several evening sessions at home in Flushing, live RF power-density readings sat between 2.3 and 19 mW/m², while the meter's peak-hold repeatedly captured short electric-field spikes far above the live number — 77, 100, 139 and 397 V/m, and 1002 V/m in one session; a daytime outdoor session captured 725 V/m. The device's spectrum view labeled the dominant activity "WiFi/Phone," but I was unable to verify the specific source of the repeated peak spikes — their origin is unidentified. Two practical observations: (1) the peak number and the live number on the same meter, seconds apart, can differ by orders of magnitude, and compliance-style time-averaged measurements report only the latter; (2) there is no public dataset capturing what a person experiences at home or at a bus stop with a phone in hand, versus what a compliance measurement at a fixed distance, height, and averaging time reports. Q8 — How exposure could be measured better: (a) HHS should publish a standardized, low-cost field-measurement protocol — instrument class, detector, resolution bandwidth, sweep settings, and averaging time — so that citizen measurements are comparable across people and places; (b) both peak and time-averaged values should be reported and disclosed side by side, since the public only ever sees one number; (c) HHS should maintain a public repository for citizen-collected measurement data with…

A brief summary:

I have prove that I've been implanted/injected with various implants and foreign materials/particles which have wrecked havoc on multiple organs, the skin, spine/back, gastro intestinal, brain, lungs, legs/feet, brain, numerous (and different types of) trauma basically to my entire body. There are multiple family members in my family that have had a variation of what I've experienced, and have also been targeted and/or experimented on, all of which have also experienced multiple illnesses, and medical conditions (physical/neurological and mental).

I've had numerous health issues/problems and medical conditions, including kidney issues, fibromyalgia, chronic pain conditions, ulcers, gastritis, diverticulitis, etc. As a result, I've had to see multiple medical specialists (Primary care, Gastroenterologist, Rheumatologist, Neurologist, Urologist, Podiatrist, etc) for evaluation and treatments. I was also treated with various pain medications from a pain management clinic, and was hospitalized (Emergency Room, and Hospital) various times over the years. Directly resulting from being implanted, and experiencing side effects from exposure to abnormal levels of energies (frequencies/radiation) causing abnormally high temperature all over the body (some areas more than others). For countless nights sweating profusely, similar to a slight puddle of sweat. I haven't had a night of quality sleep/rest for many years (especially over the last 10 years or so).

I have had difficulty walking, vertigo/dizziness, major headaches (different types), memory lapse & confusion, brain fog, and other neurological issues leading to cognitive health problems, and chronic pain in different parts of the body. This has been going on for many years, and resulted in a forced early retirement (disability) from the Federal Government, years ago. I also became extremely sensitive (EHS) to electronic devices (especially cellular phones, Wi-Fi, microwaves, wireless headphones, and other EMF/RF emitting devices. Many of my symptoms are the same or similar to those that have experienced Havana Syndrome. FYI: I tried to attach a photo of one of my legs/foot, and an implant, but wouldn't upload.

I have become severely electromagnetically sensitive since early 2019. Symptoms began in the summer of 2018 when my hands began to tingle and burn when using my cell phone, especially if I was on the Internet. My symptoms became increasingly worse in April-May 2019. I was working in an office for several days a week for long hours and was surrounded by much office equipment—such as my computer, computer modem, high powered Wi-Fi router close by, copy machine, telephone/intercom system, adding machine, walkie talkie, space heater, florescent lighting, and antenna above me on the metal roof. Some of my initial symptoms were: burning/tingling/pain in my hands while holding all of the following—cell phone, landline telephone, adding machine, computer mouse. I also experienced major nerve pain and burning in my teeth and nasal passageways, my body overheating (worse than a heat flash), burning lips and eyes, brain fog, eye pain, irritation, insomnia, pressure headaches where it felt like my brain was being squeezed, and fatigue. I began to have trouble finding any place in my home where I could feel good or sleep pain-free. It got so bad that even the motor on my refrigerator running, cooking on my stove, or using my washer and dryer were bringing me physical pain. The increase in my symptoms and the severity of them developed quickly over a matter of weeks. I went to a functional medicine doctor. I also distanced myself from much of the technology that was giving me pain. I began unplugging Wi-Fi in our home, using my cell phone much much less, putting it on airplane mode often, and never carrying it in my pocket again. I also put it outside of the bedroom at night. Yes, even electrical appliances were affecting me. Very quickly my body became hyper sensitive to electromagnetic radiation. I can testify that this is real, and not something I created in my head. I am not afraid of technology nor my cell phone, but this technology has become a curse rather than a blessing to me. Most people cannot understand that this radiation is affecting them biologically in a very negative way until something like this happens to them. Or until the FCC makes people more aware of…

Describes legal representation of residents seeking responsible wireless-facility siting. Argues that federal preemption prevents local health-based objections, criticizes unchanged FCC exposure guidelines and welcomes HHS review of wireless health effects.

I am Robert J. Berg, the principal of the Law Office of Robert J. Berg PLLC. My law firm specializes in representing persons seeking the responsible siting of wireless communications facilities. Essentially, our clients oppose the placement of cell towers and other wireless facilities in residential neighborhoods, near schools, day care and senior centers, parks, ball fields, nursing homes, and similar areas where people live, recreate, or spend considerable time. Their concern primarily is that the health risks of non-consensual exposure to wireless radiation 24/7 are considerable and needs to be minimized or prevented if possible. Unfortunately, when Congress passed the Telecommunications Act of 1996, it acceded to industry's demand that State or local law is preempted if it denies a permit for the installation and operation of a wireless facility based on environmental concerns of the effect of wireless radiation exposure so long as the RF levels are within the FCC's RF emissions guidelines. Thus, federal law prevents our clients from raising health and environmental concerns when objecting to the siting of cell towers and other wireless facilities in their communities. Our clients then must rely on the FCC to be the guardian of their health with its RF emissions guidelines. Sadly, the FCC has refused to update its 1996 emissions guidelines despite many thousands of peer reviewed published scientific studies showing serious health and environmental impacts from exposure to wireless radiation from cell towers and cell phones and other wireless products. The FCC's 2019 decision to end its inquiry on a proposed rule-making inquiry to revise its 1996 guidelines was challenged in the DC Circuit, and the Court ruled that the FCC's decision, in large part, was arbitrary and capricious. The Court remanded the matter, in part, to address the questions posed by the Court and to reconsider the scientific literature. The FCC cannot be trusted. It has admitted that it has no expertise in the health, environmental, and medical issues. The FCC will need to rely on HHS's expertise. We are very fortunate that HHS is engaging in an analysis of the health issues relating to wireless radiation, and we applaud HHS for undertaking this important work. Thank you.

Declaration of Heidi Brenneman: I reside in Lewis County, Washington. I did not consent, nor do I consent today, to the continuous, involuntary exposure to pulsed modulated, biologically active electrical and radiofrequency / microwave (RF/MW) radiation. The health effects of such have been widely studied by government agencies including from the US Navy in 1972 and by thousands of scientists worldwide. You need only look so far as the International Appeal to Stop 5G on Earth and in Space which was signed by over 24,000 professionals demanding a response to what can only be called a crisis brought on by lack of proper public policy on wireless technology. Dr Martin Pall, Professor Emeritus from Washington State University, has studied the effects of RF on the body. His work shows that RF radiation causes oxidative stress and leads to the depletion of glutathione which is critical in melatonin production. His overall assessment is that the damages caused by RF radiation are causing a tidal wave of dementia which we are seeing at earlier and earlier ages. I lost my mother, my mother-in-law, my 64 year old sister-in-law, two uncles and now my own husband is in Stage 5 early onset Alzheimers at age 67. This is not genetic. My father died in 2017. He had spent his last few years unable to sleep. My Mom's memory started failing in the early 2010's. I believe both my parents suffered from the installation of a smart meter as neither had a cell phone and they did not have wifi. As a normal consumer and well educated professional, I did not have any clue that the tech I was using in my work and personal life could be harmful. In 2010, the time of the installation of the smart meter on my home in Oregon, I became unable to sleep and became extremely anxious and depressed. These are symptoms caused by exposure to pulsed radiofrequency radiation. I'd get what felt like restless leg syndrome but all over my body. It turns out that response was from an increasing sensitivity to all electronics. The trigger was the new smart meter. At the time, I did not know what was causing my symptoms. I went to my doctor and sought treatment. I'm now on SSDI. I spent two years trying to…
