On behalf of Southwest Pennsylvania for Safe Technology, I submit our organization's attached public comment and supporting scientific research in response to HHS Request for Information, Docket No. HHS-OASH-2026-0397.

Our submission presents reports received from Pennsylvania individuals and families concerning biological and health effects associated with radiofrequency electromagnetic exposure, including serious neurological medical crises involving medically vulnerable individuals.

We urge HHS to investigate these reports, prioritize independent scientific research concerning individuals with epilepsy and other neurological disabilities, evaluate cumulative and involuntary exposures, and consider practical exposure reduction accommodations, including non-transmitting utility metering alternatives.

Our submission includes two scientific attachments identifying relevant peer-reviewed research and examining the methodology and conclusions of WHO-commissioned systematic reviews.

Please accept and consider our complete attached PDF, including both attachments, as part of the public record.

Respectfully,

Susan M. Jennings, MPA
